Notification The 23rd June, 2021

No. S.O.33/C.A. 35/2019/S. 102/2021.— In exercise of the powers conferred by sub-section (1) and Clauses (h) and (m) of sub-section (2) of Section 102 of the Consumer Protection Act, 2019 (Central Act 35 of 2019), the Governor of Haryana hereby makes the following rules, namely:-

1. Short title and commencement:- (1) These rules may be called the Haryana Consumer Protection (Salary, allowances and conditions of service of President and Members of the State Commission and District Commission) Rules, 2021.

(2) They shall come into force on the date of their publication in the official gazette.

2. Definitions:- (1) In these rules, unless the context otherwise requires, —

(a) ‘Act’ means the Consumer Protection Act, 2019 (Central Act 35 of 2019);

(b) ‘Member’ means the Member of the State Commission or the District Commission, as the case may be;

(c) ‘President’ means the President of the State Commission or the District Commission, as the case may be;

    (2) The words and expressions used herein and not defined but defined in the Act shall have the same meaning respectively assigned to them in the Act.

3. Salaries and allowances payable to President of District Commission:- The President shall be entitled to,-

(i) salary as is admissible to a District Judge at minimum of the Selection Grade (i.e. 57700-1230-58930-1380-67210-1540-70290) or revised from time to time in the State of Haryana. Person, who is in receipt of any pension (inclusive commuted portion of pension) shall be reduced from his pay.

(ii) conveyance allowance at the rate of two thousand rupees per month.

(iii) telephone/mobile/broadband allowance etc. at the rate of one thousand rupees per month.

(iv) House rent allowance (HRA) as applicable to the Haryana Government employees or in case of re-employment, house rent allowance shall be allowed as per rule 27 of the Haryana Civil Services (Allowances to Government Employees), Rules, 2016.

(v) travelling allowance/daily allowance (TA/DA) on official tour only (not entitled for composite grant on completion of tenure) as applicable to the Group A Officers of the Haryana Government falling in Grade-II of travelling allowance instructions.

(vi) ten days causal leave in a calendar year.

(vii) medical allowance as per provisions of the Haryana Civil Services (Allowances to Government Employees) Rules, 2016.
