HIMACHAL PRADESH STATE GUEST RULES, 1990

CATEGORY-I

1. The following persons when they visit the State of Himachal Pradesh, whether on duty or otherwise, shall be treated as State Guests :—

(a) The President of India.

(b) The Vice-President of India.

(c) The Prime Minister of India.

(d) The Deputy Prime Minister of India.

(e) The Chief Justice and Judges of Supreme Court of India.

(f) The Speaker and Deputy Speaker of Lok Sabha and Deputy Chairman of Rajya Sabha.

(g) Union Ministers, Ministers of State and Deputy Ministers of the Central Government.

(h) Ex-Presidents/Vice-Presidents of India.

(i) Ex-Prime Minister/Ex-Deputy Prime Minister of India.

(j) Leader of opposition in the Lok Sahba and Rajya Sabha.

(k) Former Chief Justice of India.

(l) Deputy Chairman and Members of Planning Commission.

(m) Governors of State and Lt. Governors of the Union Territories.

(n) Chief Ministers of States.

(o) Chairman and Members of Finance Commission/Minorities Commission.

(p) Cabinet Secretary, Government of India.

(q) Chiefs of the Armed Forces.

(r) Governor of Reserve Bank of India.

(s) Recipients of Bhart Ratna.

(t) Central Vigilance Commissioner.

Notes :— (i) In the case of President, Vice-President, Prime Minister and Deputy Prime Minister, the dignitaries and the accompanying family members and party shall be treated as State Guests for the entire duration of their stay in the State.

(ii) Dignitaries mentioned from (e) to (t) shall be treated as state guest(s) for a maximum period of three days. For such state guests, facilities free of cost will be provided to a maximum of four family members including spouse, dependent children and parents. Appropriate board and lodging facilities free of cost, will be made available to a maximum of two personal staff including Gunman, if any. 

CATEGORY-II

2. The following persons shall be treated as State Guests, if on duty:—

(a) Chairman and Members of the SC/ST Commission.

(b) Chairman and Members of Minorities Commission.

(c) Chief Information Commissioner of India.

(d) Speaker of the Legislative assemblies of other States.

(e) Chairman and Deputy Chairman of the Legislative Councils of other States.

(f) Chief Justices of High courts.

(g) CAG/Attorney General of India.

(h) Chairman, Union Public Service Commission.

(i) Chief Election Commissioner and Election Commissioners of Election Commission of India.

(j) Secretaries of the Government of India.

(k) Special/Additional/Joint Secretaries, Govt. of India.

(l) Chief Secretaries of other State Governments.

(m) Chairman & Members of Railway Board.

(n) Chairman of Central Board of Indirect and Direct Taxes.

(o) Chairman of Parliamentary Committees.

(p) Director General of Tourism, GOI.

(q) MCI, DCI, and Natural Calamity Assessment Teams.

Note :— The persons covered in this category shall be given state guest facilities for a maximum period of three days and accompanying family members/personal staff shall be covered under the definition given in these rules.
