THE RAJASTHAN UNIVERSITY OF VETERINARY AND ANIMAL SCIENCES ACT, 2010

(Act No. 13 of 2010)

[Received the assent of the Governor on the 28th day of April, 2010]

    An Act to establish and incorporate a university for the purposes of development of veterinary and animal sciences in the State of Rajasthan by ensuring proper and systematic instruction, training, research and extension in modern systems of veterinary and animal sciences and its allied sciences at its constituent as well as affiliated colleges, institutions or units and for the matters connected therewith or incidental thereto.

     Be it enacted by the Rajasthan State Legislature in the Sixty-first Year of the Republic of India, as follows:-

CHAPTER I

Preliminary

1. Short title, extent and commencement.- (1) This Act may be called the Rajasthan University of Veterinary and Animal Sciences Act, 2010.

(2) It shall extend to the whole of the State of Rajasthan.

(3) It shall come into force on such date as the Government may, by notification in the Official Gazette, appoint

2. Definitions.-In this Act, unless the context otherwise requires,-

(a) “Academic Council” means the Academic Council of the University;

(b) “affiliated college, institution or unit” means a college or an institution or a unit, whether private or public, by whatever name called, affiliated with the University with respect to specific academic programmes;

(c) “animal” means all domesticated animals and includes birds, fish, wild animals, reptiles and bees;

(d) “animal technology” means technologies or biotechnologies in respect of veterinary medicine, animal breeding, livestock production and management, nutrition of animals, livestock products, feeds and food;

(e) “authority” means any authority of the University as specified in this Act;

(f) “Board” means Board of Management of the University;

(g) “Board of Studies” means academic affairs committee at faculty level;

(h) “Chancellor” means the Chancellor of the University;

(i) “college”, “institution” or “unit” means any college or institution or unit established or maintained by, or affiliated to, the University providing courses of study or training or providing for prosecution of research or providing extension education in veterinary and animal sciences, for admission to the examinations for degrees, diplomas and other academic distinctions of the University;

(j) “Comptroller” means Comptroller of the University responsible for finance management of the University;

(k) “constituent college, institution or unit” means a college, institution or unit established, managed or maintained by the University and includes the college, institution or unit specified by or under this Act to be the constituent college, institution or unit, as the case may be, of the University;

(l) “Dean of Faculty” means Chairperson of the Faculty;

(m) “Dean of Post-graduate Studies” means the Dean appointed to look after the Postgraduate affairs of all faculties of the University; (n) “Dean of the College” means head of the constituent college and, unless otherwise specified head of an affiliated college or institution or unit;

(o) “Dean of Student Welfare” means Dean of Student Welfare, Counselling and Student Placement;

(p) “Director” means Director of Education, Director of Research, Director of Extension Education, Director of Clinics and other Directors of specific areas, which the University may create from time to time;

(q) “Extension Education Council” means Extension Education Council of the University;

(r) “extension education” means the educational activities concerned with the training of veterinarians, Para-veterinary staff, livestock, poultry and fish farmers and breeders, animal owners and other groups concerned with animal health or welfare or improved animal husbandry practices and various phases of scientific technology related to animal production and marketing and includes demonstration to carry the new technology and innovation to livestock farms and farm homes;

(s) “Faculty” means Faculty of the University;
