                     मंत्रिमंडल ने 2017-2018 से 2019-2020 की अवधि के लिए राष्ट्रीय युवा सशक्तिकरण कार्यक्रम योजना को जारी रखने की मंजूरी दी

 
प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में मंत्रिमंडल ने 2017-2018 से 2019-2020 की अवधि के लिए राष्ट्रीय युवा सशक्तिकरण कार्यक्रम योजना को जारी रखने की मंजूरी दे दी है। ईएफसी के अनुमोदन के अनुरूप इसके लिए 1160 करोड़ रुपये का बजट प्रावधान किया गया है।

विशेषताएं-

12वीं पंचवर्षीय योजना के दौरान वित्त मंत्रालय और नीति आयोग के परामर्श से योजना को युक्तिसंगत बनाने की प्रक्रिया चलाई गयी। इसके तहत 8 योजनाओं को उप-योजनाओं के रूप में राष्ट्रीय युवा सशक्तिकरण कार्यक्रम के अधीन कर दिया गया है। इसके कारण योजनाओं के बीच बेहतर तालमेल बनाने में मदद मिली। इसके अलावा योजनाओं की कुशलता में सुधार आया और उपलब्ध संसाधनों के आधार पर बेहतर नतीजे प्राप्त हुए। योजना के लाभार्थियों में 15-29 वर्ष आयु समूह के युवा शामिल हैं जो राष्ट्रीय युवा नीति, 2014 में युवा की परिभाषा के अनुरूप है। विशेष रूप से किशोरों से संबंधित कार्यक्रम के घटकों के मामले में आयु समूह 10-19 वर्ष है।

राष्ट्रीय युवा सशक्तिकरण कार्यक्रम के तहत निम्नलिखित 8 उप-योजनायें हैं-

  1. नेहरू युवा केन्द्र संगठन
  2. राष्ट्रीय युवा वाहिनी
  3. राष्ट्रीय युवा और किशोर विकास कार्यक्रम
  4. अंतराष्ट्रीय सहयोग
  5. युवा छात्रावास
  6. स्काउट और गाइड संगठनों को सहायता
  7. राष्ट्रीय अनुशासन योजना
  8. राष्ट्रीय युवा नेतृत्व कार्यक्रम

पृष्ठभूमि-

राष्ट्रीय युवा सशक्तिकरण कार्यक्रम योजना, युवा मामलों एवं खेल मंत्रालय द्वारा संचालित केन्द्रीय क्षेत्रीय योजना है और यह 12वीं पंचवर्षीय योजना के समय से चल रही है। योजना का उद्देश्य युवाओं में व्यक्तित्व और नेतृत्व गुणों का विकास करना  तथा युवाओं को राष्ट्र निर्माण गतिविधियों में संलग्न करना है। 

 

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the continuation of Rastriya Yuva Sashaktikaran Karyakram Scheme for the Period 2017-18 to 2019-2020 with budget outlay of Rs.1160 crore as recommended by EFC.

Features:

During 12th FYP period, in rationalization exercise undertaken in consultation with Ministry of Finance and NITI Aayog, the eight schemes were brought under the umbrella scheme of Rashtriya Yuva Sashaktikaran Karyakram as sub-schemes.  This has helped in achieving better synergies between the Schemes and thereby, improves their effectiveness and help in achieving better outcomes with the available resources. The Scheme beneficiaries are the youth in the age-group of 15-29 years, in line with the definition of 'youth' in the National Youth Policy, 2014. In case of programme components specifically meant for the adolescents, the age-group is 10-19 years.

 

Following are eight sub-schemes under Rashtriya Yuva Sashaktikaran Karyakram:

  1. Nehru Yuva Kendra Sangathan(NYKS);
  2. National Youth Corps (NYC);
  3. National Programme for Youth & Adolescent Development (NPYAD);
  4. International Cooperation;
  5. Youth Hostels (YH);
  6. Assistance to Scouting & Guiding Organizations;
  7. National Discipline Scheme (NDS); and
  8. National Young Leaders Programme (NYLP).

Background:

The Rashtriya Yuva Sashaktikaran Karyakram Scheme is an ongoing Central Sector Scheme of the Ministry of Youth Affairs & Sports and has been continuing since 12th Five Year Plan. The Scheme aims to develop the personality and leadership qualities of the youth and to engage them in nation building activities.
