State Education Service to be constituted in state
990 posts sanctioned for health centers, Illegal colonies as on December 2012 to be regularized

State Education Service will be constituted to streamline teaching arrangements in Madhya Pradesh. This important decision was taken at the meeting of cabinet chaired by Chief Minister Shri Shivraj Singh Chouhan here today. Other major decisions include constitution of an autonomous body in the name of UID Project Madhya Pradesh, up gradation of health institutions and regularization of illegal colonies as on December 31, 2012. Earlier, it was decided to regularize illegal colonies as on December 2007.
State Education Service
For giving a new shape to education set-up in the state, the cabinet decided to constitute State Education Service. A sum of Rs. 68 croroe will be spent on the service. This will eliminate shortage of field-level supervisors of primary and secondary education. Employees of civil bodies will be able to avail opportunities of promotion on a large scale now. They will be given opportunity to join State Education Service trough Restricted Competitive Exam. Now, education and Adhyapak cadres will be able to participate in the process of promotion to A.E.O. (Regional Education Officer) and High School principal. Fifty percent posts of Assistant Director in State Education Service will be filled up by direct recruitment through common exam by Public Service Commission. Along with State Education Service, subordinate Education Service will also be constituted. Assistant Directors posted in it will have drawing and disbursing powers and leave sanction authority for supervisors and teachers of primary and secondary schools.
Ratio for recruitment to posts through direct recruitment, selection and promotion has also been fixed. Under the service, 50 percent posts for high school principal will be filled up through government departmental lecturers of higher secondary schools, 25 percent from AEO promotions and 25 percent posts will be filled up from senior teachers of local body cadre through restrictive competitive exam. Special promotion scheme will also be implemented for teaching cadre. Of these, the lecturers and senior teachers who are unable to get selected to State Education Service or do not participate in it, will be given promotion and equivalent pay scale. Increments will be given after 12, 24 and 30 years.
9 new sub-health centers, 31 centres to be upgraded
The cabinet decided set up 9 new sub-health centres and upgrade 31 health institutions. For these 40 institutions, 990 new posts will also be created. Of the sanctioned posts, 122 are of class I and 61 class II, which will be filled up through Public Service Commission. Remaining 648 class III and 150 class IV posts will be filled up through selection process. Staff quarters will also be constructed at new and upgraded health centers.
Illegal colonies as on December 31, 2012 to be regularized
The cabinet sanctioned regularization of illegal colonies having come up as on December 31, 2012 through amendment in Rule 15-A of Madhya Pradesh Nagar Palika Niyam-1998. In the process, colonizer/residents will bear 50 percent, State Government 30 percent and urban body 20 percent expenses to be incurred on internal development of colony. Priority in regularization will be given to the colonies where colonizers/residents will deposit over 50 percent funds with concerning civil body immediately. For illegal colonies developed on government land, a separate policy will be formulated by Revenue Department and presented before the cabinet.
Condition of income limit for disable students abolished
The cabinet decided to abolish condition of income limit for eligibility of disable students for educational promotion scheme in Social Justice Department. Earlier, rules had set a limit of Rs. 96 thousand for eligibility. Due to this, a number of disabled students could not avail benefit of disabled students scholarship scheme, foreign study scholarship scheme, higher education fee exemption scheme, conveyance allowance, transport allowance scheme and Chhatra Grih Yojana.
Relief to hail storm-affected farmers
For giving relief to frost and hail storm-affected farmers during January-February, 2013, the cabinet had decided to suspend recovery of short-term crop loans taken by them from primary agriculture credit cooperative societies for Rabi 2012-13. Under the scheme, short-term loans worth Rs. 80 crore have been converted to mid-term loans in 29 districts. At today’s cabinet meeting, it was decided to provide 11 percent loan subsidy to cooperative societies and 15 percent share of mid-term loan conversion as per directives of NABARD to district cooperative banks. Besides, it was also decided to ensure action for providing government guarantee for 60 percent repayment of converted mid-term loans as per Madhya Pradesh Shaskiya Pratyabhooti Niyam-2009.
Special CBI court at Indore
The cabinet decided to set up one court one additional special court for hearing of cases investigated by CBI. It was also decided to creat total 10 posts including one post each of district judge, pleader, clerk, stenographer, evidence writer, order writer, driver, court peon/jamaadar and 2 peons.
Period of special recruitment campaign extended
The cabinet sanctioned extension of one year in the special recruitment campaign underway to fill up backlog/carry forward posts for scheduled castes, scheduled tribes, backward classes and disabled. Its period will be from July 1, 2013 to June 30, 2014.
The cabinet has sanctioned 10,000-15,200 timescale in place of 8000-13,500 to personal assistants for Mantralaya who are drawing pay scale of 5500-9000 as per circular of Finance Department dated January 24, 2008. The scale has been given with retrospective effects from April 1, 2006.
8 group drinking water schemes costing Rs. 834 crore sanctioned
The cabinet accorded administrative sanction to 8 group water drinking schemes to be implemented by Madhya Pradesh Water Corporation. These schemes are in Sehore, Raisen, Datia, Tikamgarh, Morena, Sidhi, Barwani and Khargone districts. A sum of Rs. 834 crore 81 lakh 73 thousand has been sanctioned for 525 villages in these districts.
Horticulture Board’s constitution
The cabinet endorsed Mukhyamantri Scheduled Castes Finance Development Corporation of Scheduled Castes Welfare Department for a period of 4 years 2013-2017 under 12th Five-Year Plan (2012-2017)
The cabinet decided to constitute Horticulture Board for development of fruits & flowers, vegetables, spices, aromatic plant, medicinal plants and zonal forestry sectors. People working in agriculture and horticulture sectors will be included in it. The board will discuss and make recommendations about horticulture crops, latest techniques, post-crop management etc. Its role will be advisory.
Hair dressers welfare scheme
The cabinet decided to provide subsidized amounts also to rural area beneficiaries under Mukhyamantri Kesh-Shilpi Kalyan Yojana. Now, BPL hair dressers and APL hairdressers with upto Rs. 2.50 lakh per annum income will also be eligible under the scheme.
The cabinet sanctioned transfer 3 acre private land under municipal corporation for construction of girls college in Singrauli and 2.45 hectare land equivalent to price of government land for construction of district hospital.
The cabinet decided to fill up through direct recruitment the reserved posts of excise sub-inspector cadre (executive) through departmental restricted exams. Throught Madhya Pradesh Public Service Commission 8 posts for schedule castes and 20 of scheduled tribes will be filled up through Madhya Pradesh Public Service Commission exam.
UID Project Madhya Pradesh to be constituted
The cabinet sanctioned constitution of new institution UID Project Madhya Pradesh. Responsibility has been assigned to it to describe use of Aadhar Number and issuing unique numbers as per directives of Union Planning Commission. For this, Planning, Economics and Statistics Department was appointed nodal agency and Food, Civil Supplies and Consumer Protection Department as State Registrar in the state. At present, enrollment is being done through non-State Registrars. Now, Principal Secretary Revenue has been appointed as State Registrar. As many as 3.25 crore enrollments have been made in the state. Enrollment of remaining 4 crore people will be made by June 1, 2014. The Union Government has launched pilot project in 3 districts Harda, Hoshangabad and Khandwa out of 43 districts from January 1, 2013 under direct benefit transfer scheme. Under the scheme, there was no institutional entity for depositing funds of 28 Central schemes in beneficiaries bank accounts in view of scheme’s extension to all districts of the state. The State Government has appointed one advisor of State Planning Commission as project coordinator for UID Project. The same advisors have also been nominated as State Nodal Officers.
Completion of Atal Jyoti Abhiyan and disaster management works lauded

मध्यप्रदेश में शिक्षा व्यवस्थाओं को बेहतर बनाने के लिये राज्य शिक्षा सेवा का गठन किया जाएगा। आज मंत्रि-परिषद् की बैठक में यह महत्वपूर्ण निर्णय लिया गया। बैठक मुख्यमंत्री श्री शिवराजसिंह चौहान की अध्यक्षता में सम्पन्न हुई। अन्य प्रमुख निर्णयों से प्रदेश में यू.आई.डी. प्रोजेक्ट मध्यप्रदेश के नाम से स्वायत्त संस्था गठित करने और स्वास्थ्य संस्थाओं के उन्नयन और शहरों में 31 दिसम्बर, 2012 तक निर्मित अवैध कॉलोनियों के नियमितीकरण का कार्य करने की मंजूरी के निर्णय भी शामिल है। पूर्व में दिसम्बर 2007 तक निर्मित अवैध कॉलोनियों को नियमित करने का निर्णय लिया गया था।
राज्य शिक्षा सेवा गठित
मंत्रि-परिषद् ने प्रदेश की शिक्षा व्यवस्था को नया स्वरूप देने के लिए राज्य शिक्षा सेवा के गठन का महत्वपूर्ण निर्णय लिया है। इस सेवा के गठन पर 68 करोड़ रुपये का व्यय होगा। इससे प्राथमिक और माध्यमिक शिक्षा के जमीनी स्तर पर पर्यवेक्षण के अभाव के दूर किया जा सकेगा। सेवा के गठन से शिक्षा के गुणवत्ता विकास में मदद मिलेगी। अध्यापक के रूप में कार्यरत स्थानीय निकाय के कर्मचारी अब पदोन्नति का लाभ ले सकेंगे। इन्हें सीमित प्रतियोगी परीक्षा के माध्यम से राज्य शिक्षा सेवा में शामिल होने का अवसर मिलेगा। अब ए.ई.ओ. (क्षेत्रीय शिक्षा अधिकारी) और प्राचार्य, हाईस्कूल के पदों पर चयन प्रक्रिया में शिक्षक और अध्यापक संवर्ग शामिल हो सकेंगे। राज्य शिक्षा सेवा में सहायक संचालक के पद पर सीधी भर्ती लोक सेवा आयोग के माध्यम से संयुक्त परीक्षा से 50 प्रतिशत पदों को भरा जाएगा। राज्य शिक्षा सेवा के साथ ही अधीनस्थ शिक्षा सेवा भी गठित की जाएगी, जिसके अन्तर्गत पदस्थ किए जाने वाले क्षेत्रीय शिक्षा अधिकारी के पास विद्यालयों के पर्यवेक्षण, प्राथमिक, माध्यमिक विद्यालयों के शिक्षकों के आहरण-संवितरण अधिकार और अवकाश स्वीकृति के अधिकार होंगे।
राज्य शिक्षा सेवा के पदों में सीधी भर्ती, चयन और पदोन्नति से पदों की पूर्ति का अनुपात भी निर्धारित किया गया है। सेवा के अंतर्गत प्राचार्य हाई स्कूल के 50 प्रतिशत पद शासकीय विभागीय व्याख्याता उच्चतर माध्यमिक विद्यालय की पदोन्नति से, 25 प्रतिशत पद ए.ई.ओ. की पदोन्नति से और 25 प्रतिशत पद स्थानीय निकाय संवर्ग के वरिष्ठ अध्यापक में से सीमित परीक्षा द्वारा भरे जाएंगे। शिक्षकीय संवर्ग के लिए विशेष प्रोत्साहन योजना भी लागू होगी। इसमें ऐसे व्याख्याता और वरिष्ठ अध्यापक जो राज्य शिक्षा सेवा में चयन से वंचित रह जाते हैं या भाग नहीं लेते, उन्हें पदोन्नति और समयमान वेतनमान का लाभ दिया जाएगा। क्रमोन्नतियाँ 12, 24 और 30 वर्ष की सेवा पूरी होने पर मिलेंगी।
9 नये उप स्वास्थ्य केन्द्र और 31 केन्द्र का उन्नयन
मंत्रि-परिषद् ने 31 स्वास्थ्य संस्थाओं के उन्नयन और 9 नए उप-स्वास्थ्य केन्द्रों की स्थापना का फैसला लिया। इन 40 संस्था के लिए 990 नए पद भी बनेंगे। स्वीकृत पदों में 122 प्रथम श्रेणी और 61 द्वितीय श्रेणी पद लोक सेवा आयोग के माध्यम से भरे जाएंगे। शेष 648 तृतीय श्रेणी और 150 चतुर्थ श्रेणी पद पृथक चयन प्रक्रिया से भरे जायेंगे। नये और उन्नयन किए गए उप-स्वास्थ्य केन्द्रों के साथ स्टाफ क्वार्टर्स भी बनाए जाएंगे।
31 दिसम्बर, 2012 तक की अवैध कॉलोनियाँ नियमित होंगी
मंत्रि-परिषद् ने मध्यप्रदेश नगर पालिका नियम-1998 के नियम 15-क में संशोधन कर दिनांक 31 दिसम्बर, 2012 तक अस्तित्व में आयी अवैध कॉलोनियों का नियमितीकरण करने की मंजूरी दी है। इसमें कॉलोनी के आंतरिक विकास पर लगने वाली राशि में से कॉलोनाइजर/रहवासी 50 प्रतिशत, राज्य शासन 30 प्रतिशत और नगरीय निकाय 20 प्रतिशत के अनुपात में व्यय भार वहन करेंगे। नियमितीकरण की प्रक्रिया में उन कॉलोनियों को वरीयता दी जायेगी, जहाँ कॉलोनाइजर/रहवासी 50 प्रतिशत से अधिक अंशदान तुरंत नगर पालिका में जमा करवा देंगे। शासकीय भूमि पर निर्मित अवैध कॉलोनियों के नियमितीकरण के संबंध में राजस्व विभाग द्वारा पृथक से नीति तैयार कर मंत्रि-परिषद् के समक्ष प्रस्तुत किया जायेगा।
नि:शक्त विद्यार्थियों के लिये आय-सीमा का बँधन समाप्त
मंत्रि-परिषद् ने समाजिक न्याय विभाग के अंतर्गत शिक्षा प्रोत्साहन योजनाओं में नि:शक्त विद्यार्थी की पात्रता के लिये आय-सीमा का बँधन समाप्त करने का निर्णय लिया है। पूर्व में पात्रता के मापदण्ड में 96 हजार की आय-सीमा का उल्लेख था। इस वजह से अनेक नि:शक्त विद्यार्थी छात्रवृत्ति योजना, विदेश में अध्ययन के लिये छात्रवृत्ति योजना, उच्च-शिक्षा शिक्षण शुल्क, निर्वहन भत्ता, परिवहन भत्ता योजना और छात्र गृह योजना के लाभ से वंचित रह जाते थे।
ओला-पाला प्रभावित किसानों को राहत
मंत्रि-परिषद् ने जनवरी-फरवरी, 2013 में ओला-पाला से प्रभावित कृषकों को राहत देने के लिये प्राथमिक कृषि साख सहकारी समितियों से रबी 2012-13 में लिये गये अल्पकालीन फसल ऋणों की वसूली स्थगित करने का निर्णय लिया था। इस निर्णय के क्रियान्वयन के तहत 29 प्रभावित जिलों में 80 करोड़ रुपये के अल्पावधि ऋण, मध्यावधि ऋण में परिवर्तित किये जा चुके हैं। आज की मंत्रि-परिषद् की बैठक में इसके लिये किसानों की तरफ से सहकारी समितियों को 11 प्रतिशत के मान से ब्याज अनुदान देने, नाबार्ड के दिशा-निर्देश के अंतर्गत मध्यावधि ऋण परिवर्तन की राशि का 15 प्रतिशत अंशदान जिला सहकारी बैंकों को देने का निर्णय लिया गया। इसके साथ ही
मध्यावधि परिवर्तित ऋण राशि का 60 प्रतिशत पुनर्भुगतान प्राप्त करने के लिये शासकीय प्रत्याभूति देने के लिये मध्यप्रदेश शासकीय प्रत्याभूति नियम-2009 के अनुसार कार्यवाही का निर्णय लिया गया।
केश-शिल्पी कल्याण योजना
मंत्रि-परिषद् ने मुख्यमंत्री केश-शिल्पी कल्याण योजना में नगरीय हितग्राहियों की भाँति ग्रामीण क्षेत्र के हितग्राहियों को भी अनुदान राशि उपलब्ध करवाने का निर्णय लिया है। अब गाँव में भी गरीबी रेखा के नीचे जीवन जीने वाले सभी केश-शिल्पी और ढाई लाख रुपये सालाना आमदनी के गरीबी रेखा के ऊपर वाले केश-शिल्पी मुख्यमंत्री केश-शिल्पी कल्याण योजना में अनुदान के पात्र होंगे।
मंत्रि-परिषद् ने सिंगरौली में कन्या महाविद्यालय के निर्माण के लिये नगर पालिक निगम, सिंगरौली के स्वामित्व की 3 एकड़ भूमि और जिला चिकित्सालय के निर्माण के लिये 2.45 हेक्टेयर भूमि, समतुल्य मूल्य की शासकीय भूमि के बदले में हस्तांतरण की मंजूरी दी।
मंत्रि-परिषद् ने मध्यप्रदेश आबकारी अधीनस्थ तृतीय श्रेणी (कार्यपालिक) भर्ती नियम-1982 को एक बार के लिये शिथिल करते हुए आबकारी उप निरीक्षक संवर्ग के विभागीय सीमित प्रतियोगिता परीक्षा के माध्यम से भरे जाने वाले आरक्षित रिक्त पदों की पूर्ति सीधी भर्ती द्वारा किये जाने का निर्णय लिया। मध्यप्रदेश लोक सेवा आयोग के माध्यम से प्रतियोगिता परीक्षा के आधार पर अनुसूचित-जाति के 8 और अनुसूचित-जनजाति के 20 पद भरे जायेंगे।
इंदौर में सीबीआई का विशेष न्यायालय
मंत्रि-परिषद् ने इंदौर में सीबीआई द्वारा विवेचित मामलों के विचारण के लिये एक अतिरिक्त विशेष न्यायालय स्थापित किये जाने का निर्णय लिया। सीबीआई न्यायालय के लिये जिला न्यायाधीश, प्रस्तुतकार, प्रवर्तन लिपिक, शीघ्रलेखक, साक्ष्य लेखक, आदेशिका लेखक, ड्रायवर, कोर्ट प्यून/जमादार के एक-एक पद और भृत्य के 2 पद, कुल 10 पद सृजित किये जाने का निर्णय लिया।
विशेष भर्ती अभियान की अवधि बढ़ी
मंत्रि-परिषद् ने अनुसूचित-जाति, अनुसूचित-जनजाति तथा अन्य पिछड़े वर्ग के बेकलॉग/केरी फारवर्ड पदों के साथ नि:शक्तजन के लिये चलाये जा रहे विशेष भर्ती अभियान की समय-सीमा में एक साल की वृद्धि की मंजूरी दी। इसकी अवधि एक जुलाई, 2013 से 30 जून, 2014 तक रहेगी।
मंत्रि-परिषद् ने वित्त विभाग के 24 जनवरी, 2008 के परिपत्र में अंकित प्रारंभिक वेतनमान 5500-9000 पाने वाले मंत्रालय के निज सहायकों को स्वीकृत द्वितीय उच्चतर समयमान वेतनमान 8000-13,500 के स्थान पर 10,000-15,200 समयमान वेतनमान स्वीकृत किया है। इस वेतनमान की स्वीकृति एक अप्रैल, 2006 से दी गई है।
834 करोड़ की 8 समूह जल-प्रदाय योजना अनुमोदित
मंत्रि-परिषद् ने मध्यप्रदेश जल-निगम मर्यादित द्वारा क्रियान्वित की जाने वाली 8 समूह जल-प्रदाय योजना का प्रशासकीय अनुमोदन किया। योजना में शामिल जिलों में सीहोर, रायसेन, दतिया, टीकमगढ़, मुरैना, सीधी, बड़वानी और खरगोन है। इन जिलों के 525 ग्राम के लिये 834 करोड़ 81 लाख 73 हजार का अनुमोदन किया गया।
बागवानी बोर्ड का गठन
मंत्रि-परिषद् ने अनुसूचित-जाति कल्याण विभाग की 12वीं पंचवर्षीय योजना (2012-2017) की 4 वर्ष की अवधि 2013-17 के दौरान मुख्यमंत्री अनुसूचित-जाति आर्थिक विकास योजना का अनुमोदन किया।
मंत्रि-परिषद् ने प्रदेश में फल-फूल, सब्जी, मसाले, सुगंधित पौधे, औषधीय पौधे एवं प्रक्षेत्र वानिकी के विकास के लिये राज्य शासन द्वारा बागवानी बोर्ड के गठन का निर्णय लिया। इसमें उद्यानिकी कृषक एवं उद्यानिकी के क्षेत्र में कार्य करने वाले व्यक्तियों को शामिल किया जायेगा। यह बोर्ड उद्यानिकी फसलों, नवीनतम तकनीक, फसलोत्तर प्रबंधन आदि के बारे में विचार-विमर्श कर अनुशंसा करेगा। बोर्ड की भूमिका उद्यानिकी के क्षेत्र में सलाहकार की होगी।
यू.आई.डी. प्रोजेक्ट, मध्यप्रदेश गठित होगा
राज्य मंत्रि-परिषद् ने नई संस्था यू.आई.डी. प्रोजेक्ट, मध्यप्रदेश के गठन की स्वीकृति दी है। आधार नंबर के उपयोग को परिभाषित करने, विभिन्न सेवाओं में इसे लागू करने के लिए भारत सरकार योजना आयोग ने विशिष्ट पहचान प्राधिकरण के आधार पर नंबर जारी करने का दायित्व सौंपा है। प्रदेश में इस कार्य के लिए योजना, आर्थिक एवं सांख्यिकी विभाग नोडल विभाग है और खाद्य, नागरिक आपूर्ति और उपभोक्ता संरक्षण विभाग को स्टेट रजिस्ट्रार नियुक्त किया गया था। वर्तमान में नॉन स्टेट रजिस्ट्रार्स के माध्यम से आधार इन्रोलमेंट किया जा रहा है। अब प्रमुख राजस्व आयुक्त स्टेट रजिस्ट्रार नियुक्त किए गए हैं। प्रदेश में 3.25 करोड़ से अधिक आधार इन्रोलमेंट हो गए हैं। एक जून, 2014 तक शेष 4 करोड़ निवासी के आधार इन्रोलमेंट होंगे। भारत शासन द्वारा प्रदेश के 43 जिले एक जनवरी, 2013 से डायरेक्ट बेनीफिट ट्रांसफर योजना में प्रदेश के 3 जिलों हरदा, होशंगाबाद और खंडवा में पायलट प्रारंभ किया गया हैं। इस योजना के अंतर्गत केन्द्र की 28 योजनाओं में हितग्राही के बैंक खाते में राशि जमा करने और इन योजनाओं का प्रदेश के सभी जिलों में विस्तार के दृष्टिगत प्रदेश में वर्तमान से कोई संस्थागत व्यवस्था नहीं थी। राज्य मंत्रि-परिषद् ने राज्य योजना आयोग के एक सलाहकार को यू.आई.डी. प्रोजेक्ट के लिए प्रोजेक्ट को-ऑर्डिनेटर बनाया है। यही सलाहकार डायरेक्ट बेनीफिट योजना के स्टेट नोडल अधिकारी भी नामांकित किए गए हैं।

मंत्रि-परिषद् ने आज प्रदेश में 24×7 बिजली प्रदाय के अटल ज्योति अभियान की पूर्णता और उत्तराखण्ड में प्राकृतिक आपदा के पश्चात मध्यप्रदेश शासन द्वारा धार्मिक न्यास और धर्मस्व मंत्री श्री लक्ष्मीकांत शर्मा के नेतृत्व में प्रदेश के अधिकारियों-कर्मचारियों द्वारा बाढ़ बचाव-राहत शिविरों के सफल संचालन और लापता तीर्थ-यात्रियों को सुरक्षित निकालने के प्रयासों की प्रशंसा की। बैठक के प्रारंभ में राष्ट्र गीत वंदे-मातरम् का सामूहिक गायन भी हुआ।
