CABINET DECISIONS

A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to grant third higher pay scale to the government employees who have got benefit of only 2 promotion/time-bound promotion/time scale since appointment in government service and who have completed 30 years or more in service as on July 1, 2014 or thereafter. The decision will entail a burden of Rs. 418 crore on the exchequer.
Service period for third higher pay scale will be calculated on the basis of current service since assuming post after being directly recruited through competitive/selection test. The government servants who are eligible for time scale on the basis of service period and whose promoted post’s time scale pay scale/grade pay is less in accordance with service rules, their educational qualifications prescribed in service rules will not be considered for eligibility for time scale/pay scale.
Mukhyamantri Grameen Parivahan Yojana
The cabinet decided to implement Mukhyamantri Grameen Parivahan Yojana for making available safe and convenient public transport service in remote villages and tribal areas of the state. This will also help socio-economic growth in these areas. Under the scheme, those roads will be considered as rural roads which connect villages to the nearest main roads or with blocks/tahsils (except district headquarters). These roads may also include parts of main roads, but not more than 10 kilometers long.
The public transport vehicles to be plied on these roads will be given a specific colour for their unique identity so that they are not misused in other areas. Mukhyamantri Grameen Parivahan Sewa will be inscribed on both sides of the vehicles, which will be equipped with GPS. Lifetime motor vehicle tax will be realised for the vehicles of Mukhyamantri Grameen Parivahan Yojana at the rate of one percent. Permit will be issued for 5 years and additional motor vehicle tax will not have to be paid on renewal. For providing employment through this scheme, capital/interest subsidy will be given under “Mukhyamantri Swarozgar Yojana”. The Service will be monitored by a state-level committee. District/Regional Transport Officers will monitor the scheme at district level.
Karigar Samriddhi Yojana
The cabinet decided to implement Mukhyamantri Karigar Samriddhi Yojana for betterment of traditional craftspersons. Under the scheme, Technical Education & Skill Development Department will arrange training and certification of informally trained craftspersons. Under the pilot project of the scheme, first of all registered workers of Building & Other Construction Workers’ Welfare Board will be imparted training. Under the scheme, 5000 construction workers will be certified at a cost of about Rs. 3 crore. The scheme will first be launched in Indore, Bhopal, Sehore and Jabalpur districts. Craftspersons engaged in various skilled works for generations will benefit from the scheme and path of their prosperity will be paved.
Smart phones for students
As per Sankalp-2013, the cabinet decided to provide Smart phones for students taking admission in the first year in colleges under Higher Education Department. Students having 75 percent attendance till distribution of smart phones will be eligible for smart phones. Students of all government colleges will get this facility without any bar.
Revised Integrated Child Protection Scheme
The cabined accorded sanction to implement Integrated Child Protection Scheme for rag street, picker, beggar and destitute children’s rehabilitation in accordance with revised fiscal norms. Under the scheme, such children are provided overall protection and nourishment. At present, State Project Assistance Unit, State Child Protection Committee and State Adoption Resources Agency at the state level and Child Protection Committees, Children’s Welfare Committees, Juvenile Justice Boards and government and private juvenile homes exist in the state.
Under 12th Five-Year Plan, the Central Government has revised fiscal norms of the scheme from year 2014-15. The state government will have to bear additional burden of Rs. 66 crore 54 lakh 33 thousand as state share under the scheme during 3 years from year 2014-15 to 2016-17.
Posts sanctioned
For ensuring adequate staff in jails, the cabinet sanctioned creation of 10 posts of Deputy Superintendent Jail, 72 of Assistant Superintendent Jail, 389 of Chief Warder and 1340 posts of Warders. These posts will be filled up in 2 phases in year 2014-15 and 2016-17. Besides, sanction was also granted for new post of Assistant Director Fisheries and assistant grade-3, computer operator and other posts for his office in newly constituted Agar-Malwa district.
Apart from sanctioning regular posts instead of contractual teachers in 10 divisional residential schools of Scheduled Caste Welfare Department, the cabinet sanctioned creation of 303 posts of non-teaching and class-IV staff. The cabinet also sanctioned creation of 31 posts in Jiwaji University, Gwalior.
Two new tahsils
The cabinet decided to constitute Ghatigaon tahsil in Gwalior district and Mau tahsil in Bhind district. In all, 13 posts including one each of tahsildar and naib tahsildar, 5 of assistant grade-3 and other posts were sanctioned for newly constituted Ghatigaon tahsil. It will be headquartered at Ghatigaon. It will comprise 32 patwari halkas and 84 villages. Similarly, the newly constituted Mau tahsil will also comprise 32 patwari halkas and 84 villages. It will have staff on par with Ghatigaon.
Licence fee for government accommodations revised
The cabinet endorsed the proposal to revise licence fee for government accommodations. The new rates will be applicable with effect from next month. Revision of the fee will be considered every 5 years. The fee for government accommodations at Bhopal will be applicable for accommodations at division and district-level government accommodations. The cabinet directed that Public Works Department should regularly maintain all types of government accommodations. Expenditure on maintenance should be made in proportion to type of accommodation to make them habitable.
Other decisions
The cabinet sanctioned amendment in Work Allocation Rules for transferring subjects pertaining to Madhya Pradesh Tirth-sthan Evam Mela Pradhikaran from Culture Department to Religious Trusts and Endowment Department.
The cabinet sanctioned Rs. 3.50 lakh for kidney transplant of Shri Usama Khan of Bhopal who is a gas victim.
The cabinet endorsed Chief Minister’s order dated July 22, 2014 for considering demands of recognised organisations.
The cabinet sanctioned pay scale of 5500-9000 instead of second higher pay scale to class III assistants grade-3 and telephone operators of Governor’s Secretariat.
The cabinet decided to relax the condition “land purchased after April 30, 1999” in the context of providing special rehabilitation package against land affected by additional submergence of first time tank level upto 262.13 meters of Indira Sagar Project.
The cabinet decided to allot 4.29 hectare remaining government land to Sasan Power Project at collector’s guideline rate of 2014-15.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज मंत्रालय में सम्पन्न मंत्रि-परिषद् की बैठक में ऐसे शासकीय सेवकों को तृतीय उच्च वेतनमान देने का निर्णय लिया गया जिन्हें शासकीय सेवा में नियुक्ति की तिथि से दो पदोन्नत/क्रमोन्नत/समयमान वेतनमान का ही लाभ प्राप्त हुआ है और जिन्होंने एक जुलाई 2014 अथवा इसके बाद की तिथि से 30 वर्ष या इससे अधिक अवधि की सेवा पूरी कर ली हो। इस निर्णय के फलस्वरूप सरकार पर 418 करोड़ रुपये का व्यय भार आयेगा।
शासकीय सेवक की तीसरे उच्च वेतनमान के लिये सेवावधि की गणना वर्तमान सेवा के आधार पर प्रतियोगी/चयन परीक्षा के माध्यम से किसी सीधी भर्ती के पद पर कार्यभार ग्रहण करने की तिथि से होगी। ऐसे शासकीय सेवक जिन्हें सेवा की समयावधि के आधार पर समयमान वेतनमान की पात्रता बनती है तथा देय समयमान वेतनमान/ग्रेड वेतन उस शासकीय सेवक को लागू भर्ती नियमों में उसके पदोन्नत पद के वेतनमान/ग्रेड वेतन से न्यून है, तब पदोन्नत पद के लिये भर्ती नियमों में निर्धारित शैक्षणिक अर्हताएँ समयमान/वेतनमान की पात्रता के लिये विचार में नहीं ली जायेंगी।
मुख्यमंत्री ग्रामीण परिवहन योजना
प्रदेश के दूरस्थ गाँवों तथा आदिवासी अँचलों में सुरक्षित और आरामदेह सार्वजनिक परिवहन सेवा उपलब्ध करवाने के लिये मंत्रि-परिषद् ने मुख्यमंत्री ग्रामीण परिवहन योजना लागू करने का निर्णय लिया। इससे इन क्षेत्रों का आर्थिक और सामाजिक विकास भी होगा। योजना में ग्रामीण मार्ग उन्हें माना जायेगा, जो गाँवों को निकट के मुख्य मार्गों अथवा ब्लॉक/तहसील(जिला मुख्यालय को छोड़कर) से जोड़ते हों। इन मार्गों का अंश मुख्य मार्ग भी हो सकते हैं, किन्तु यह अंश 10 किलोमीटर से अधिक नहीं होगा।
इन मार्गों पर चलने वाली वाहनों को खास रंग दिया जायेगा ताकि उनकी अलग से पहचान हो सके और उनका दुरुपयोग अन्य क्षेत्रों में न किया जाये। वाहनों पर दोनों तरफ 'मुख्यमंत्री ग्रामीण परिवहन सेवा' लिखा रहेगा। यह वाहन जीपीएस से युक्त होंगे। मुख्यमंत्री ग्रामीण परिवहन सेवा के वाहनों का मोटरयान कर जीवनकाल के लिये एक प्रतिशत की दर पर लिया जायेगा। परमिट पाँच वर्ष के लिये दिया जायेगा तथा परमिट नवीनीकरण पर अतिरिक्त मोटरयान कर जमा नहीं करना होगा। इस योजना के माध्यम से रोजगार उपलब्ध करवाने के लिये ग्रामीण मार्गों पर चलने वाले सार्वजनिक परिवहन वाहनों के साधनों को 'मुख्यमंत्री स्व-रोजगार योजना' में पूँजीगत/ब्याज अनुदान दिया जायेगा। सेवा के पर्यवेक्षण का कार्य राज्य-स्तर पर गठित एक समिति करेगी। जिला-स्तर पर इन वाहनों के संचालन पर निगरानी रखने का उत्तरदायित्व जिला/क्षेत्रीय परिवहन अधिकारी का होगा।
कारीगर समृद्धि योजना
मंत्रि-परिषद् ने पारम्परिक कारीगरों की बेहतरी के लिये मुख्यमंत्री कारीगर समृद्धि योजना लागू करने का निर्णय लिया। योजना में अनौपचारिक रूप से प्रशिक्षित कारीगरों को तकनीकी शिक्षा एवं कौशल विकास विभाग द्वारा प्रशिक्षण एवं प्रमाणीकरण की व्यवस्था की जायेगी। योजना में पायलट प्रोजेक्ट के रूप में सबसे पहले मध्यप्रदेश भवन एवं संन्निर्माण कर्मकार निर्माण मंडल में पंजीकृत निर्माण श्रमिकों का प्रमाणीकरण किया जायेगा। योजना में निर्माण क्षेत्र में संलग्न 5000 व्यक्ति का प्रमाणीकरण किया जायेगा, जिस पर लगभग 3 करोड़ रुपये का खर्च आयेगा। सबसे पहले यह योजना इंदौर, भोपाल, सीहोर और जबलपुर जिले में लागू की जायेगी। पीढ़ियों से विभिन्न कौशलपूर्ण कार्यों में लगे कारीगरों को इस योजना का लाभ मिलेगा और उनके जीवन में समृद्धि का मार्ग प्रशस्त होगा।
विद्यार्थियों को स्मार्ट फोन
मंत्रि-परिषद् ने दृष्टिपत्र संकल्प-2013 के अनुसार उच्च शिक्षा विभाग के महाविद्यालयों में प्रथम वर्ष में प्रवेश लेने वाले विद्यार्थियों को स्मार्ट फोन देने का निर्णय लिया। विद्यार्थियों की उपस्थिति प्रवेश दिनांक से स्मार्ट फोन वितरण किये जाने तक 75 प्रतिशत अनिवार्य होगी। सभी शासकीय महाविद्यालयों के विद्यार्थियों को यह सुविधा मिलेगी और इसमें किसी प्रकार का बंधन नहीं होगा।
समेकित बाल संरक्षण योजना
मंत्रि-परिषद् ने मध्यप्रदेश में 18 वर्ष तक के गंभीर परिस्थितियों में रहने वाले, सड़क पर कूड़ा बीनने वाले एवं बेसहारा बच्चों के पुनर्वास के लिये संचालित समेकित बाल संरक्षण योजना को पुनरीक्षित वित्तीय मापदंडों के अनुसार लागू करने को मंजूरी दी है। योजना में ऐसे बच्चों को समुचित संरक्षण और पोषण दिया जाता है। वर्तमान में राज्य-स्तर पर राज्य परियोजना सहायता इकाई, राज्य बाल संरक्षण समिति, राज्य दत्तक ग्रहण संसाधन अभिकरण और जिला स्तर पर जिला बाल संरक्षण समिति, बाल कल्याण समिति, किशोर न्याय बोर्ड, शासकीय तथा अशासकीय गृह संचालित हैं।
भारत शासन द्वारा 12वीं पंचवर्षीय योजना में वित्तीय वर्ष 2014-15 से योजना के वित्तीय मापदंडों का पुनरीक्षण किया गया है। योजना के पुनरीक्षित मापदंडों के अनुसार वर्ष 2014-15 से वर्ष 2016-17 तक तीन वर्ष में राज्य सरकार पर राज्यांश के रूप में 66 करोड़ 54 लाख 33 हजार रुपये का अतिरिक्त भार आयेगा।
पदों को मंजूरी
मंत्रि-परिषद् ने जेलों में पर्याप्त अमला सुनिश्चित करने के लिये उप जेल अधीक्षक के 10 पद, सहायक जेल अधीक्षक के 72, मुख्य प्रहरी के 369 और प्रहरी के 1340 नवीन पद के सृजन को मंजूरी दी। यह पद दो चरण में वर्ष 2014-15 और 2016-17 में भरे जायेंगे। साथ ही नवगठित आगर-मालवा जिले में सहायक संचालक मत्स्य उद्योग का नवीन पद तथा कार्यालय के लिये सहायक ग्रेड-3, कम्प्यूटर ऑपरेटर तथा अन्य पदों के सृजन को स्वीकृति दी।
मंत्रि-परिषद् ने अनुसूचित जाति कल्याण विभाग के 10 संभागीय आवासीय विद्यालय में संविदा शिक्षकों के स्थान पर नियमित पदों की स्वीकृति के साथ ही गैर-शिक्षकीय, चतुर्थ श्रेणी कर्मचारी के 303 पद के सृजन को स्वीकृति दी। मंत्रि-परिषद् ने जीवाजी विश्वविद्यालय ग्वालियर के लिये 31 पद के निर्माण की स्वीकृति भी दी।
दो नई तहसील
मंत्रि-परिषद् ने ग्वालियर जिले की घाटीगाँव तथा भिण्ड जिले में मौ तहसील के गठन का निर्णय लिया। नवगठित घाटीगाँव तहसील के लिये तहसीलदार और नायब तहसीलदार का एक-एक पद, सहायक ग्रेड-3 के 5 तथा अन्य पद मिलाकर कुल 13 पद के सृजन को स्वीकृति दी गई। नवगठित तहसील में 31 पटवारी हल्के और 95 राजस्व गाँव शामिल होंगे। इसका मुख्यालय घाटीगाँव होगा। इसी प्रकार नवगठित मौ तहसील में 32 पटवारी हल्के और 84 गाँव शामिल होंगे। इसके लिये भी घाटीगाँव की तरह पद स्वीकृत किये गये हैं।
शासकीय आवास गृहों के लायसेंस शुल्क का पुनरीक्षण
मंत्रि-परिषद् ने शासकीय आवास गृहों के लायसेंस शुल्क के पुनरीक्षण का अनुमोदन किया। यह पुनरीक्षित दरें आगामी माह की पहली तारीख से प्रभावशील होंगी। शुल्क के पुनरीक्षण के लिये प्रति पाँच वर्ष में विचार किया जायेगा। भोपाल स्थित आवासों के लिये पुनरीक्षित लायसेंस शुल्क की दरें ही संभाग एवं जिला-स्तर पर शासकीय आवास गृहों के लिये लागू होंगी। मंत्रि-परिषद् ने निर्देश दिया कि लोक निर्माण विभाग द्वारा सभी श्रेणियों के मकानों में नियमित रूप से संधारण कार्य किया जाये। मकानों की श्रेणी के अनुरूप सामानुपातिक रूप से संधारण कार्य पर व्यय किया जाये, जिससे मकान निवास के लिये उपयुक्त रह सके।
अन्य निर्णय
मंत्रि-परिषद् ने मध्यप्रदेश तीर्थ-स्थान एवं मेला प्राधिकरण से संबंधित विषय संस्कृति विभाग से धार्मिक न्यास एवं धर्मस्व विभाग के अधीन करने के लिये कार्य आवंटन नियम में संशोधन को मंजूरी दी।
मंत्रि-परिषद् ने भोपाल के गैस पीड़ित श्री उसामा खान के किडनी प्रत्यारोपण के लिये साढ़े तीन लाख रुपये मंजूर किये।
मंत्रि-परिषद् ने मान्यता प्राप्त संगठनों के माँग पत्रों पर विचार के लिये मुख्यमंत्री द्वारा 22 जुलाई 2014 को दिये गये आदेश का अनुसमर्थन किया।
मंत्रि-परिषद् ने राज्यपाल सचिवालय के तृतीय श्रेणी सहायक ग्रेड-3 और टेलीफोन ऑपरेटरों को द्वितीय उच्च स्तर समयमान वेतनमान के स्थान पर 5500-9000 का वेतनमान स्वीकृत किया।
मंत्रि-परिषद् ने इंदिरा सागर परियोजना में प्रथम बार जल-स्तर 262.13 मीटर जल भराव के कारण अप्रत्यक्ष रूप से अतिरिक्त डूब में आये क्षेत्र की भूमियों के प्रकरणों में विशेष पुनर्वास अनुदान देने के संबंध में 11 जनवरी 2000 को मंत्रि-परिषद् द्वारा दी गई शर्त '30 अप्रैल 1999 के पश्चात क्रय की गई भूमि' को शिथिल करने का निर्णय लिया।
मंत्रि-परिषद् ने सासन पॉवर लिमिटेड को 4.29 हेक्टेयर शेष शासकीय भूमि वर्ष 2014-15 की कलेक्टर गाइडलाइन के आधार पर आवंटित करने का निर्णय लिया।
