Rs. 100 crore venture capital fund for new entrepreneurs

A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to create a Rs. 100 crore venture capital fund for help of new entrepreneurs. Chief Minister Shri Chouhan had made an announcement in this regard. The fund will be created as per rules of Securities and Exchange Board of India (SEBI). In the beginning, help from the fund will be given to medium, small and micro entrepreneurs to set up their units.

The Directorate of Institutional Finance will appoint an advisor through transparent arrangements for the venture capital fund and handholding support of institutional arrangements.

The fund will help new and talented entrepreneurs, who cannot set up innovation-based new enterprises due to lack of adequate share capital. State’s young entrepreneurs will get share capital at local level. At present, they have to go other states and metropolitan cities of the country to avail this facility.

Affordable houses for poor

The cabinet endorsed a scheme under PPP mode for construction of affordable houses for Economically Weaker Section (EWS) and Low Income Group (LIG) families. The cabinet also approved the guidelines issued for the scheme.

The area of the project on which houses are to be built will be transferred to concerning urban body at Re. 1 annual lease rent without any premium.

Under the scheme, government land will be identified by concerning Town Development Authority and Special Area Development Authority for construction of houses. Authority will apply to concerning collector to transfer this land to them. A committee headed by collector will decide as to whether proposed land is suitable for the project or not. At divisional headquarters, the committee will be headed by the commissioner. In Bhopal investment zone, a committee of Urban Administration & Environment Department headed by its Secretary will ensure action of reservation on collector’s proposal. After reservation of land, the Authority will prepare a proposal on the basis of technical and economic viability of the project. The project will be prepared in a manner that VGF is not required for its implementation.

The cabinet committee constituted under Atal Ashray Yojana will be empowered to remove difficulties in project’s implementation.

7 percent DA to government servants

The cabinet sanctioned 7 percent dearness allowance to government servants and 7 percent dearness relief to pensioners with effect from July 1, 2014. With this, state government servants’ DA has risen at par with 107 percent DA of their counterparts in Central Government. It will also benefit Adhyapak Cadre of Panchayat Raj Institutions and urban bodies and Panchayat Secretaries of Panchayats & Rural Development Department. Government servants contributing to General Provident Fund will get increased DA with the salary for October 2014. Amount of DA payable from July 1 to September 30, 2014 will be deposited in this account. The decision will entail financial burden of Rs. 705 crore on the exchequer during the current fiscal.

Policies of Renewable Energy Department amended

The cabinet endorsed amendments made regarding permission to use revenue land and performance guarantee in the policies of Renewable Energy Department.

According to the amendments, rate for use of revenue land by the project will be equal to 50 percent of collector’s current rate for unirrigated land as on date on which agreement for land identified for the project is signed. The developer may deposit land use fee in 5 equal annual installments. On developer’s demand, permission will be given for other related usages. Land use permission period will be 25 years each for solar and wind energy, 20 years for bio-mass based projects and 35 years for minor hydel projects or these technologies’ project period, whichever is earlier.

In the policies for wind and bio-mass based projects and minor hydel projects, second phase performance guarantee will not be given to the projects where power is being purchased by Madhya Pradesh Power Management Company. Under solar energy policy, performance guarantee will be given on one lakh per MW instead of 5 lakh MW.

Shahari Sudhar Programme

As per recommendation of project examination committee of Urban Administration and Development Department, the cabinet endorsed Shahari Sudhar Programme for 12th Five-Year Plan. A Shahari Sudhar Cell will be constituted in Directorate of Urban Administration and Development for its implementation. It will comprise 2 financial experts, one GIC and e-Governance expert each and 4 office assistants-cum-computer operators.

Project’s cost is Rs. 184 crore 28 lakh. Of this, Rs. 9 crore 53 lakh has been sanctioned for year 2013-14, Rs. 43 crore 14 lakh for 2014-15, Rs. 33 crore 76 lakh for 2015-16, Rs. 49 crore 7 lakh for 2016-17 and Rs. 48 crore 80 lakh for year 2017-18.

Pension as per sixth pay scale to employees of 6 universities

The cabinet sanctioned payment of pension as per sixth pay scale to teaching and non-teaching staff of 6 universities without arrears with effect from April 1, 2014. These include Barkatullah University, Bhopal, Rani Durgawati University, Jabalpur, Avdhesh Pratap Singh University Rewa, Devi Ahiliya Vishwavidyalaya, Indore, Vikram University, Ujjain and Jiwaji University, Gwalior.

Land transfer

It was decided to transfer revenue land to Forest Department equal to the land allotted to Messrs Jaiprakash Associates Limited at village Bhargawan in Majhgawan tahsil of Satna district. This transfer will be done on deposit of 1.6 times more amount than per acre collector’s guidelines for irrigated land applicable for year 2014-15. Besides, the company will have to deposit expenditure on alternative plantation of transferred land and other fees payable as per Forest Department’s rules to the department.

Other decisions

The cabinet sanctioned 10 posts for automation works of Public Service Commission.

The cabinet endorsed exemption to film Mardani from entertainment tax.

The cabinet gave administrative sanction to payment against bill of Rs. 10 lakh 69 thousand 72 for kidney transplant of his wife to constable Shri Keshav Dwivedi, Gorakhpur police station in Jabalpur district.

The cabinet authorised Panchayats & Rural Development Department to promulgate Madhya Pradesh Panchayat Raj Evam Gram Swaraj (Amendment) Ordinance 2014.
