Inter-city Transport Authority to strengthen public transport system
Financial limits under store purchase rules revised Urban Administration Directorate restructured CABINET DECISIONS

A cabinet meeting chaired Chief Minister Shri Shivraj Singh Chouhan here today sanctioned creation of Madhya Pradesh Inter-city Transport Authority. The authority will develop and maintain public transport infrastructure including bus stands and other structures.
The authority will work towards rationalization of necessary routes of public transport. It will also make efforts to ensure that common people get public transport facilities on all the routes as per requirement. It will also promote ultramodern techniques to make public transport system more convenient. Sanction has also been given to create 17 posts for the authority.
Store purchase
The cabinet sanctioned revision of financial limits under Madhya Pradesh Store Purchase Rules. At present, financial limits of Rs. 250 without inviting tender, Rs. 1000 solo tender, from Rs. 1000 to Rs. 25 restricted tender and limit of over Rs. 25 thousand through open tender are sanctioned. These were sanctioned 16 years ago with effect from November 1998.
According to the revision, limit of Rs. 15 thousand has been sanctioned for purchase without quotation. Purchase of over Rs. 15 thousand and upto Rs. one lakh, can be made through departmental Purchase Committee. Process to invite limited tenders has been prescribed for purchase from Rs. one lakh to Rs. 5 lakh and open tender for over Rs. 5 lakh.
Urban Administration Department
The cabinet decided to restructure Directorate of Urban Administration and Development. As a result, divisional offices have been upgraded as Offices of the Joint Directors. In the restructured Directorate, IAS officers will be posted as Commissioner and Mission Director. Besides, there will be 3 posts of Additional Director, 16 Joint Director, 11 Deputy Director, 22 Assistant Director and 323 other posts.
Other decisions
The cabinet decided to continue contractual posts of 51 district managers and 51 office assistants for effective implementation and monitoring of time-bound delivery of services under Public Services Delivery Guarantee Act for 5 years or project period expiry, whichever is earlier.
The cabinet approved 20 percent transfer fee in the cases of transfer of land allotted to units under Audyogik Kendra Nigams from April 1, 1999 to July 1, 2009.
The cabinet decided to exempt 27 temporary posts of divisional offices of Registrar Firms and Societies from 30 percent downsizing of posts and continue them till February 28, 2015. Due to this, divisional offices will function smoothly.

भंडार क्रय नियमों में वित्तीय सीमाओं का पुनरीक्षण नगरीय प्रशासन संचालनालय का पुनर्गठन मंत्री-परिषद के निर्णय

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज यहाँ सम्पन्न मंत्रि-परिषद् की बैठक में प्रदेश में लोक-परिवहन व्यवस्था को मजबूत करने के लिए मध्यप्रदेश इन्टरसिटी ट्रांसपोर्ट अथॉरिटी (प्राधिकरण) के गठन को स्वीकृति दी गई। प्राधिकरण लोक-परिवहन से संबंधित अधोसंरचना का विकास एवं संधारण करेगा। इसमें बस स्टेण्ड एवं अन्य संरचनाएँ शामिल हैं।
प्राधिकरण लोक-परिवहन में आवश्यक मार्गों के युक्तियुक्तकरण के लिए कार्य करेगा। सभी मार्ग पर आम जनता को जरूरत के मुताबिक लोक-परिवहन व्यवस्था मिल सके इसके लिए भी यह प्रयास करेगा। लोक-परिवहन व्यवस्था को और अधिक सुविधाजनक बनाने के लिए यह आधुनिक तकनीक को भी बढ़ावा देगा। प्राधिकरण के लिए 17 पद के निर्माण की स्वीकृति भी दी गई।
भंडार क्रय
मंत्री-परिषद् ने मध्यप्रदेश भंडार क्रय नियमों में क्रय के लिए वित्तीय सीमाओं के पुनरीक्षण को मंजूरी दी। वर्तमान में निविदा आमंत्रित किये बिना 250 रुपये, एकल निविदा के लिए 1000 रुपये, सीमित निविदा के लिए 1000 से 25 हजार तथा खुली निविदा के लिए 25 हजार से अधिक की वित्तीय सीमाएँ निर्धारित हैं। यह सीमाएँ 16 वर्ष पूर्व नवम्बर 1998 में प्रभावशील की गई थीं।
पुनरीक्षित सीमाओं के अनुसार अब बिना कोटेशन के सामग्री क्रय करने के लिए 15 हजार रुपये तक की सीमा निर्धारित की गई है। इसके अलावा 15 हजार से अधिक और एक लाख तक के क्रय के लिए विभागीय क्रय समिति के माध्यम से क्रय प्रक्रिया निर्धारित की गई है। एक लाख से अधिक और 5 लाख तक के क्रय के लिए सीमित निविदा पद्धति लागू करने की प्रक्रिया निर्धारित की गई है। रुपये 5 लाख से अधिक के क्रय के लिए खुली निविदा की प्रक्रिया तय की गई है।
नगरीय प्रशासन विभाग
मंत्री-परिषद् ने संचालनालय नगरीय प्रशासन एवं विकास के पुनर्गठन का निर्णय लिया। इसके फलस्वरूप संभागीय कार्यालयों का उन्नयन कर उन्हें संयुक्त संचालक कार्यालय बनाया गया है। पुनर्गठित संचालनालय में आयुक्त और मिशन संचालक के पद भारतीय प्रशासनिक सेवा के होंगे। साथ ही 3 अपर संचालक, 16 संयुक्त संचालक, 11 उप संचालक और 22 सहायक संचालक होंगे। इसके अलावा 323 अन्य पद होंगे।
अन्य निर्णय
मंत्री-परिषद् ने लोक सेवा गारंटी अधिनियम में समय-सीमा में लोक सेवाओं के प्रभावी क्रियान्वयन और मॉनिटरिंग के लिए संविदा आधार पर पदस्थ 51 जिला प्रबंधक तथा 51 कार्यालय सहायक के पद को आगामी 5 वर्ष या परियोजना अवधि, जो भी पहले हो, तक जारी रखने का निर्णय लिया।
मंत्री-परिषद् ने औद्योगिक केन्द्र विकास निगमों में इकाइयों को आवंटित भू-खण्ड के अंतरित प्रकरणों में 1 अप्रैल 1999 से 1 जुलाई 2009 तक 20 प्रतिशत हस्तांतरण शुल्क को मान्य किया।
मंत्री-परिषद् ने रजिस्ट्रार फर्म्स एवं संस्थाएँ के संभागीय कार्यालयों के लिए 27 अस्थायी पद को 30 प्रतिशत पदों की कटौती से छूट प्रदान कर उन्हें 28 फरवरी 2015 तक निरंतर रखने का निर्णय लिया। इससे संभागीय कार्यालय अधिक सुचारू रूप से काम कर सकेंगे।
