A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to expand ambit of distribution of iodised salt at concessional rate of Re. 1 per kg. All 22 categories of priority families along with Antyodaya ration card holders will benefit from the decision. With this, number of families getting this benefit will go up to 88 lakh. It is noteworthy that at present, state government is providing iodised salt at the rate of Re. 1 per kg per month to Antyodaya and BPL ration card holders under targeted public distribution system. After expansion of the scheme’s ambit, people covered under it will start getting iodised salt at subsidised rate from March 1, 2014.
Steel silos of 4 lakh MT capacity
The cabinet gave administrative sanction for construction of steel silos of 4 lakh MT capacity under state’s Warehousing and Logistics Policy-2012 in Dewas, Harda, Hoshangabad, Raisen, Satna, Sehore, Ujjain and Vidisha. The work will be undertaken on design, build, finance, operate and transfer basis. Capacity of private silo at every place will be 50 thousand MT. This will increase both private capital investment and employment opportunities. Besides, procured wheat will be scientifically stored and its quality will remain intact.
The cabinet decided to reimburse interest to accrue on loans to be taken by primary cooperative credit societies through MARKFED for advance lifting of ferlitisers from 5 from April 1 to May 31 for Kharif season and from August 1 to 15 for Rabi season. Farmers will be given exemption from interest on fertilisers to be lifted during this period.
State government will reimburse to MARKFED actual expenses on interest on arrangements for DAP, complex, potash and urea chemical fertilisers, storage and maintenance. It is noteworthy that MARKFED has been declared nodal agency for 3 years from year 2014-15 for arranging chemical fertilisers. State government has provided Rs. 500 crore bank guarantee to the institution for this.
The cabinet decided to construct 30 ITI buildings with the assistance of NABARD. For this, total Rs. 120 crore loan will be obtained from NABARD.
The cabinet sanctioned to increase amount given to expectant and nursing mothers as per new financial norms in Sagar and Chhindwara districts under Indira Gandhi Maternity Assistance Yojana from Rs. 4000 in 3 instalments to Rs. 6000.
The cabinet decided to provide Rs. 25 per quintal incentive in addition to milling rates and transportation charges to paddy millers in the state on first come first serve basis giving preference to mills situated in the state
The cabinet sanctioned one post of district e-governance manager in Agar-Malwa district, 75 assistant e-governance managers in 75 tahsils/development blocks under E-Governance Society under Information Technology Department in Agar-Malwa district and 51 posts of account in 51 districts.
The cabinet decided to continue 18 temporary posts in Madhya Pradesh Commercial Taxes Appellate Board from April 1, 2014 to March 31, 2015.
The cabinet decided to increase the annual limit under Chief Minister’s discretionary fund from Rs. 50 crore to Rs. 61 crore 17 lakh for 2013-14.
The cabinet decided to endorse constitution of a cabinet committee to consider suggestions and reports received from Madhya Pradesh Minorities Commission.
The cabinet sanctioned 5 new posts for office of School Education Department in newly constituted Agar-Malwa district. These include one deputy director, one assistant statistics officer, one finance/account officer, one stenographer and one senior accounts officer.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज सम्पन्न मंत्रि-परिषद् की बैठक में आयोडीनयुक्त नमक के एक रुपये किलो की रियायती दर पर वितरण का दायरा बढ़ाने का निर्णय लिया गया। अब इसका लाभ चयनित अंत्योदय राशन-कार्डधारी के साथ-साथ लक्षित सार्वजनिक वितरण प्रणाली के समस्त 22 प्राथमिकता श्रेणी के लोगों को भी मिलेगा। इसके साथ ही इस लाभ को प्राप्त करने वाले परिवारों की संख्या बढ़कर 88 लाख हो जायेगी। उल्लेखनीय है कि प्रदेश में लक्षित सार्वजनिक प्रणाली में वर्तमान में अंत्योदय एवं बीपीएल कार्डधारी परिवारों को राज्य शासन द्वारा एक रुपये प्रति किलो की दर से प्रतिमाह एक किलोग्राम आयोडीनयुक्त नमक प्रदाय किया जा रहा है। दायरा बढ़ाये जाने से इस योजना में शामिल लोगों को रियायती आयोडीनयुक्त नमक एक मार्च, 2014 से मिलना शुरू हो जायेगा।
चार लाख मीट्रिक टन के स्टील सायलोज
मंत्रि-परिषद् ने प्रदेश की वेयर-हाउसिंग एवं लॉजिस्टिक्स नीति-2012 में देवास, हरदा, होशंगाबाद, रायसेन, सतना, सीहोर, उज्जैन और विदिशा में कुल 4 लाख मीट्रिक टन क्षमता के स्टील सायलोज का निर्माण पीपीपी मोड पर करवाने की प्रशासकीय स्वीकृति दी। यह कार्य डिजाइन, बिल्ड, फायनेंस, ऑपरेट एण्ड ट्रांसफर आधार पर किया जायेगा। प्रत्येक स्थान पर स्टील सायलोज की भण्डारण क्षमता 50 हजार मीट्रिक टन होगी। इससे निजी पूँजी निवेश के साथ रोजगार में भी वृद्धि होगी। साथ ही उपार्जित खाद्यान्न का वैज्ञानिक भण्डारण आधुनिक तरीके से हो सकेगा और उसकी गुणवत्ता बनी रहेगी।
मंत्रि-परिषद् ने खरीफ मौसम के लिये एक अप्रैल से 31 मई तथा रबी मौसम के लिये एक अगस्त से 15 सितम्बर के बीच उर्वरक के अग्रिम उठाव पर प्राथमिक कृषि सहकारी समितियों को लगने वाले ब्याज की प्रतिपूर्ति राज्य शासन द्वारा मार्कफेड के माध्यम से करने का निर्णय लिया गया। समितियों को अग्रिम भण्डारण शुल्क की प्रतिपूर्ति की जायेगी। इस अवधि में किसानों द्वारा उठाये गये उर्वरकों पर ब्याज की छूट दी जायेगी।
मार्कफेड को डीएपी, कॉम्पलेक्स, पोटास और यूरिया रासायनिक उर्वरकों की व्यवस्था में लगने वाली राशि के ब्याज, भण्डारण, संधारण, व्ययों की प्रतिपूर्ति वास्तविक व्यय के आधार पर राज्य शासन द्वारा की जायेगी। उल्लेखनीय है कि वर्ष 2014-15 से आगामी 3 वर्ष के लिये रासायनिक खादों की व्यवस्था के लिये मार्कफेड को नोडल एजेंसी घोषित किया गया है। संस्था को रासायनिक उर्वरकों की व्यवस्था के लिये राज्य शासन द्वारा 500 करोड़ की बैंक गारंटी उपलब्ध करवाई गई है।
मंत्रि-परिषद् ने नाबार्ड के सहयोग से 30 आईटीआई भवन के निर्माण का निर्णय लिया। इसके लिये नाबार्ड से कुल 120 करोड़ की राशि ऋण के रूप में प्राप्त की जायेगी।
मंत्रि-परिषद् ने हरदा जिले की माचक उप नहर परियोजना के लिये 53 करोड़ एक लाख रुपये की पुनरीक्षित प्रशासकीय स्वीकृति जारी करने का निर्णय लिया।
मंत्रि-परिषद् ने इंदिरा गाँधी मातृत्व सहयोग योजना में सागर एवं छिन्दवाड़ा जिले में नवीन वित्तीय मापदण्ड के अनुसार गर्भवती एवं धात्री माताओं को तीन किश्त में दिये जाने वाले 4000 रुपये के स्थान पर दो किश्त में 6000 रुपये दिये जाने की स्वीकृति दी।
मंत्रि-परिषद् ने प्रदेश में धान की मिलिंग मिलर्स को मिलिंग दर और परिवहन दर के अतिरिक्त 25 रुपये प्रति क्विंटल प्रोत्साहन राशि देते हुए पहले आओ पहले पाओ के सिद्धांत पर धान भण्डारण-स्थल से न्यूनतम दूरी पर स्थित मिलों को प्राथमिकता देते हुए करवाने का निर्णय लिया।
मंत्रि-परिषद् ने सूचना प्रौद्योगिकी विभाग के अधीन जिला ई-गवर्नेंस सोसायटी के अंतर्गत आगर-मालवा जिले में जिला ई-गवर्नेंस मैनेजर का एक पद, 75 तहसील/विकासखण्ड में सहायक ई-गवर्नेंस मैनेजर के 75 पद तथा 51 जिलों में लेखापाल के 51 पद एक वर्ष के लिये संविदा आधार पर सृजित करने की स्वीकृति दी।
मंत्रि-परिषद् ने मध्यप्रदेश वाणिज्यिक कर अपील बोर्ड में 18 अस्थाई पद की निरंतरता एक अप्रैल, 2014 से 31 मार्च, 2016 तक रखे जाने का निर्णय लिया।मंत्रि-परिषद् ने वर्ष 2013-14 के लिये मुख्यमंत्री के स्वेच्छानुदान मद के लिये निर्धारित वार्षिक सीमा को 50 करोड़ से बढ़ाकर 61 करोड़ 17 लाख रुपये करने का निर्णय लिया।
मंत्रि-परिषद् ने मध्यप्रदेश अल्पसंख्यक आयोग द्वारा प्रस्तुत प्रतिवेदनों एवं सुझावों पर विचार करने के लिये मंत्रि-मण्डलीय समिति के गठन को अनुसमर्थन दिये जाने का निर्णय लिया।
मंत्रि-परिषद् ने नव-गठित आगर-मालवा जिले में स्कूल शिक्षा विभाग के कार्यालय के लिये 5 नवीन पद की स्वीकृति दी। इसमें एक उप संचालक, एक सहायक सांख्यिकी अधिकारी, एक वित्त/लेखा अधिकारी, एक स्टेनोग्राफर तथा एक पद वरिष्ठ लेखा अधिकारी का शामिल है।
