Poor to get grant for houses under Pradhan Mantri Aawas Yojana

A state cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to give grant of Rs. 2 lakh to the urban poor while endorsing implementation of Pradhan Mantri Aawas Yojana in Madhya Pradesh. The grant to be provided by the state government under the scheme will be in addition to Rs. 1.50 lakh grant provisioned for the urban poor under Pradhan Mantri Aawas Yojana. For the urban poor not living in slums, the state government will give grant of Rs. one lakh addition to Rs. 1.50 lakh grant provisioned for the urban poor under Pradhan Mantri Aawas Yojana to construct their houses. It is noteworthy that a target has been set to provide own houses to all urban poor by year 2022.

6 percent DA

The cabinet decided to increase dearness allowance by 6 percent for about 10 lakh state government servants including 8 lakh government servants and about 2 lakh pensioners with effect from July 1, 2015.

Zero percent interest on short-term agriculture loans

The cabinet decided to continue process of zero percent interest on loans being provided to farmers by primary agriculture credit cooperative societies for remaining period of current fiscal ending March 31, 2016.

First and second installment dates of lump sum settlement changed

The cabinet extended first and second installment dates of deposit of principal loan by farmers under lump sum settlement scheme. Now, farmers will enjoy facility to deposit first installment by December 31 instead of September 31 and second installment by March 31, 2016 instead of January 31, 2015. Date to deposit the third installment will remain same as June 30, 2016.

Conditional permission for plantation

The cabinet accorded conditional permission for plantation to Forest Development Corporation on the basis of share in forest produced in the forest sections given under management of Village Forest Societies with their consent. Plantation of mid-term ripening species will also be included in the conditions along with long-term species. Bamboo has been included in short-term species and teak and Khamar in mid-term species. Village Forest Societies will have 40 percent share in short term and 20 percent share in profit from mid and long-term species. Societies can dispose of produce of their share at current market rates through the corporation. Forest areas mentioned in forest agreement will be managed by the corporation. Societies will be provided share in forest produce in proportion to their contribution. Grass near forest section will be available free of cost to societies for Nistar. One Re. one token annual lease rent will be payable to the state government for forest area mentioned in forest agreement. Before plantation, 20 percent net revenue from exploitation will be given to Village Forest Societies and remaining to the state government.

Other decisions

  • The cabinet decided to exempt 4 films including Hawaizada, Piku, Hamari Adhuri Kahani and Majhi from entertainment tax under Madhya Pradesh Luxury, Entertainment, Amusement and Advertisement Act on screening in cinema houses in Madhya Pradesh.

  • The cabinet endorsed decision to extend retirement age of employees of dying cadre working with Madhya Pradesh Power Transmission, Eastern, Central and Western Power Distribution Companies and MP Power Management Corporation from 58 to 60 years.

  • The cabinet sanctioned total financial burden of Rs. 2 crore 63 lakh 22 thousand 852 for establishment of District & Sessions Court in Agar Malwa district. On court’s establishment, one post each of District & Sessions Judge and Chief Judicial Magistrate and posts for offices will be sanctioned.

  • The cabinet endorsed amendment ordinances regarding private sector Dr. APJ Abdul Kalam University and Malwanchal University at Indore. Establishment of private universities will increase Gross Enrollment Rate in Madhya Pradesh. Besides, opportunities of higher education and jobs will be available in the state itself.

  • The cabinet decided to create 36 new posts for hospital attached to Bundelkhand Medical College, Sagar. These include principal ENT, associate professors in PSM, Dermatology, Psychiatry departments, one senior resident in Dermatology and Psychiatry departments, associate professor in Medicine Department, 2 posts each assistant professor and lady doctors in Anesthesiology Department, 4 posts of senior resident in Medicine Department and 20 posts of Medical Officers.

  • The cabinet also decided to reconstitute Government Railway Police. Of the total 211 posts, promotions will be made on 91 posts of SI, 81 ASI and 39 Head Constable.

  • The cabinet decided surrender total 6 posts of Assistants Grade-II and III in group headquarters of National Cadet Corps Directorate and created total 6 posts of Personal Assistant with pay scale of 9300-34800 and grade pay Rs. 3200.

  • The cabinet decided to extend term of Sardar Sarovar Project Fake Sale Deed and Rehabilitation Site Irregularities Enquiry Commissioner till December 31, 2015. Term of the commission expired on October 8, 2015.
