Rs. 5500 crore power subsidy for farmers

CABINET DECISIONS

The state cabinet at its meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to provide Rs. 5500 crore subsidy during year 2015-16 to provide farmers a cushion against burden of electricity tariff increase. This will benefit about 18 lakh 50 thousand farmers. For other sections, subsidy worth Rs. 300 crore will be given to power distribution companies. Thus, total subsidy will amount to Rs. 5800 crore this year.

The cabinet decided to supply power free of cost to SC and ST agriculture consumers possessing upto one hectare of land using pump set upto 5 horsepower. This will benefit about 4.50 lakh farmers.

The cabinet decided to continue subsidy of 90 paise per unit for domestic consumers consuming upto 30 units per month. It was decided to realise Rs. 1200 electricity bill per horsepower annually from agriculture consumers having permanent power connections. The state government will bear entire burden of gap between rates fixed by Electricity Regulatory Commission and rates payable by agriculture consumers. Subsidy at the rate of Rs. 1 and 75 paise will be given to agriculture consumers having temporary power connections.

The state government will bear entire burden of fuel cost adjustment in case of agriculture consumers of both permanent and temporary categories. The cabinet decided to give 95 paise per KW subsidy per month on fixed cost of low-tension streetlights in Nagar Palikas and Nagar Panchayats. It was also decided to exempt high tension lift irrigation/group irrigation projects from annual minimum charge. Subsidy of 190 paise per unit will also be given on energy charge.

The cabinet decided to supply power free of cost to single-point electricity connection consumers of BPL category belonging to scheduled castes and tribes.

The cabinet decided to issue electricity bills based on actual consumption to powerloom consumers upto 25 horsepower. These consumers will also be given Rs. one and 25 paise subsidy on energy duty. Subsidy to powerloom consumers will be given by Commerce, Industries and Employment Ministry.

ICT Scheme

The cabinet decided to implement ICT@School scheme in 2000 government high/higher secondary schools to expand computer education in the state. Under this, 20,000 teachers will be trained. A sum of Rs. 128 crore will be spent on the scheme.

 Ambedkar University

The cabinet decided to give shape of university to Baba Saheb Ambedkar National Institute of Social Science, Mhow. It will be named as Dr. B.R. Ambedkar University of Social Science. The cabinet decided to issue an ordinance to start courses in the university from the next session. Sanction was granted to create additional 99 teaching and 3 non-teaching posts for the university.

DSPs

The cabinet decided to fill 252 direct recruitment posts of Deputy Superintendent of Police through promotion. The posts will be filled in year 2015 and relevant service and promotion rules will be relaxed for it. In future, these posts will be adjusted against year-wise vacancies through direct recruitment. Till complete adjustment, promotion process to these posts will not be undertaken.

Posts for High Court

The cabinet sanctioned 60 posts for Madhya Pradesh High Court, Jabalpur. These include 25 posts of data entry operator, 16 consol operator/system manager, 8 system administrator, 5 analyst, 3 senior system analyst, 2 principal and one post of chief system analyst.

The cabinet sanctioned creation of 200 posts for district courts including 150 posts of consol operator/system manager (for 150 tahasils) and 50 posts of system administrator.

Assistance for cancer treatment

The cabinet gave administrative sanction for paying Rs. one lakh 70 thousand 140 to Tata Memorial Hospital, Mumbai for breast cancer treatment of the wife of Deputy Director Industries Shri N.R. Suryavanshi.

Other decisions

  • The cabinet decided to increase superannuation age to 60 years of regular officers and employees of all categories in Madhya Pradesh Police Housing Corporation. Following this decision, officers-employees of Class I, II and III categories will now retire at 60 years of age.

  • The cabinet decided to increase financial powers of Law Minister and the Chief Minister to sanction grants to bar associations to purchase books for their libraries. Now, Law Minister can sanction upto Rs. 50 thousand and the Chief Minister upto Rs. one lakh. Earlier, the limit was Rs. 25 thousand and Rs. 50 thousand, respectively.
