Sanction to 35 years of age for outsider applicants in state government service

A meeting of the state cabinet chaired by Chief Minister Shri Shivraj Singh Chouhan here today decided to amend age limit for direct recruitment posts in state government service. Now, upper age limit for applicants for such posts for candidates from outside the state has been reduced from 40 to 35 years.
Age limit for male applicants of reserved classes who are domicile of Madhya Pradesh has been fixed at 40 years and those from outside the state 35 years. Similarly, age limit for male applicants from government/corporation/boards/autonomous institutions, Home Guards, SC, ST, OBC, reserved class employees of government/corporation/boards/autonomous institutions who are domicile of Madhya Pradesh has been fixed at 45years and those from outside the state 35 years. Age limit for female applicants of unreserved classes of government /corporation/ boards/ autonomous institutions who are domicile of Madhya Pradesh has been fixed at 45 years and those from outside the state 35 years.
Urban infrastructure development
The cabinet gave permission to obtain loan from World Bank under Madhya Pradesh Urban Development Project to develop urban infrastructure in the state. The cities devoid of drinking water supply scheme sanctioned under any other scheme have been covered under the project. Proposal of liquid waste disposal schemes of urban bodies polluting rivers and religious heritage cities has been included in the project. Fiscal arrangements has also been fixed for the cities funded under Central government's 'AMRUT' scheme. As per it, 50 percent loan assistance from World Bank and 50 percent grant from Central government will be received. For other cities, 70 per cent loan assistance from World Bank and 30 percent grant from the state government will be received. Of this, 75 percent of the loan amount will be re-paid from state's budget. Concerning urban bodies will pay remaining 25 percent loan. In the same context, the cabinet also decided to endorse World Bank-financed proposed Madhya Pradesh Urban Development Project. It sanctioned schemes for water augmentation and sewage disposal in proposed cities.
The cabinet decided to partially amend the programme for upgradation of Madhya Pradesh Urban Services under second phase of Project Udai.
The cabinet accorded administrative sanction of Rs. 382 crore 29 lakh for Parasdeh (Chanderi) medium irrigation project. Total Rabi irrigation capacity of the project is 9990 hectares.
The cabinet sanctioned concession of Rs. 350 per quintal on sale of government firewood at Ujjain and Omkareshwar during Simhastha Mela 2016.
The cabinet decided to extend exemption for one more year from Mandi tax on import of pulses including Urad/Urad, Moong, Tuar/Arhar, Masoor and Matar/Batra/Batri for processing in Madhya Pradesh. The decision will help state' Dal mills to be competitive at government level and get proper price for their products.
The cabinet decided to extend exemption for one more year from Mandi tax to notified cotton from January 2016.
Bundelkhand Package
The cabinet decided to transfer 27 structures (mini market-cum-godown) constructed under Bundelkhand Package in 6 districts including Sagar, Damoh, Chhatarpur, Tikamgarh, Panna and Datia from concerning construction agencies to Cooperatives Department for allocation to primary agriculture credit societies. For conduct of these centres, Rs. 5 crore 40 lakh recurring amount has been provisioned in the budget of Cooperatives Department. For non-recurring expenditure, State Agriculture Marketing Board will arrange Rs. 7 lakh per centre. Total Rs. one crore 89 lakh will be spent to purchase modern furniture etc. These centres will be used by Central/state governments' administrative departments as per departmental requirement. Cooperatives Department will use these infrastructure/centres as per requirements prescribed in concept of the centres.

मुख्यमंत्री श्री शिवराज सिंह चौहान की अध्यक्षता में आज हुई मंत्रि-परिषद की बैठक में राज्य शासन की सेवाओं में सीधी भर्ती के लिए निर्धारित आयु सीमा में संशोधन करने का निर्णय लिया गया। अब मध्यप्रदेश के बाहर के आवेदकों के लिए निर्धारित आयु सीमा 40 वर्ष को घटाकर 35 वर्ष किया गया है।
अनारक्षित वर्ग के पुरुष आवेदक, जो मध्यप्रदेश के मूल निवासी हैं, की आयु सीमा 40 वर्ष और मध्यप्रदेश के बाहर के आवेदकों की आयु सीमा 35 वर्ष निर्धारित की गयी है। इसी प्रकार शासकीय/निगम/मंडल/स्वशासी संस्था के कर्मचारी तथा नगर सैनिक, आरक्षित वर्ग- अनुसूचित जाति/अनुसूचित जनजाति/अन्य पिछड़ा वर्ग, आरक्षित वर्ग शासकीय/निगम/मंडल/स्वशासी संस्था के कर्मचारी तथा नगर सैनिक के पुरुष आवेदक, जो मध्यप्रदेश के मूल निवासी हैं, की आयु सीमा 45 वर्ष और बाहर के आवेदकों की 35 वर्ष निर्धारित की गयी है। अनारक्षित वर्ग की महिला आवेदक, आरक्षित वर्ग शासकीय/निगम/मंडल/स्वशासी संस्था के कर्मचारी तथा नगर सैनिक और आरक्षित वर्ग अनुसूचित जाति/अनुसूचित जनजाति/अन्य पिछड़ा वर्ग की महिला आवेदक, जो मध्यप्रदेश की मूल निवासी हैं, की आयु सीमा 45 वर्ष और मध्यप्रदेश के बाहर के आवेदकों की 35 वर्ष रखी गई है।
नगरीय क्षेत्र में अधोसंरचना विकास
मंत्रि-परिषद ने प्रदेश के नगरीय क्षेत्रों में अधोसंरचना विकास के लिए मध्यप्रदेश अर्बन डेव्हलपमेंट प्रोजेक्ट के तहत विश्व बैंक से ऋण लेने की स्वीकृति दी। योजना में वह शहर लिए गए हैं जिनमें अन्य योजनाओं से जल-प्रदाय योजना स्वीकृत नहीं है। प्रदेश की मुख्य नदियों को प्रदूषित करने वाले निकाय तथा पर्यटन व धार्मिक विरासत नगर की मल-जल निस्तारण योजना को इस प्रस्ताव में शामिल किया गया है। परियोजना में भारत सरकार से 'अमृत'' योजना में वित्त पोषण प्राप्त शहर के लिए वित्त व्यवस्था भी निर्धारित की गई है। इसके अनुसार विश्व बैंक ऋण 50 प्रतिशत और भारत सरकार का अनुदान 50 प्रतिशत रहेगा। अन्य शहरों के लिए वित्त व्यवस्था के लिए विश्व बैंक ऋण 70 प्रतिशत और मध्यप्रदेश शासन का अंश 30 प्रतिशत रहेगा। ऋण राशि के 75 प्रतिशत भाग और संबंधित ब्याज की राशि का पुनर्भुगतान राज्य के बजट से किया जाएगा। ऋण के शेष 25 प्रतिशत भाग का भुगतान संबंधित नगरीय निकाय द्वारा किया जाएगा।
इसी सिलसिले में मंत्रि-परिषद ने विश्व बैंक के वित्त पोषण से प्रस्तावित मध्यप्रदेश अर्बन डेव्हलपमेंट प्रोजेक्ट का अनुमोदन करने का भी निर्णय लिया। योजना के क्रियान्वयन में प्रस्तावित नगरों की जल आवर्द्धन योजनाओं तथा नगरों की मल-जल निस्तारित योजनाओं को मंजूरी दी।
मंत्रि-परिषद ने परियोजना-उदय चरण-2 मध्यप्रदेश नगरीय सेवाओं का उन्नयन कार्यक्रम में आंशिक संशोधन करने का निर्णय भी लिया।
मंत्रि-परिषद ने पारसडोह (चंदेरी) मध्यम उदवहन सिंचाई परियोजना के लिए 382 करोड़ 29 लाख की प्रशासकीय स्वीकृति दी। परियोजना में रबी के लिए कुल सिंचाई क्षेत्र 9990 हेक्टर है।
मंत्रि-परिषद ने सिंहस्थ मेला 2016 उज्जैन तथा ओंकारेश्वर में दी जाने वाली शासकीय जलाऊ लकड़ी के विक्रय पर 350 रुपए प्रति क्विंटल की छूट मंजूर की है।
मंत्रि-परिषद ने विदेशों एवं अन्य राज्यों से मध्यप्रदेश में प्र-संस्करण के लिए मंगवाए जाने वाली दलहन यथा उड़द/उड़द, मूंग, तुअर/अरहर, मसूर और मटर/बटरा/बटरी पर देय मंडी फीस से छूट की अवधि को एक वर्ष और बढ़ाने का निर्णय लिया। किसानों के हित में लिये गये इस निर्णय से प्रदेश में स्थापित दाल मिलों में शासकीय स्तर पर प्रतिस्पर्धात्मक होने में सहायता मिलेगी। इसका लाभ प्रदेश के दलहन उत्पादक किसानों को मिलेगा और उन्हें उपज के वाजिब दाम प्राप्त होंगे।
मंत्रि-परिषद ने अधिसूचित कृषि जिंस कपास पर एक प्रतिशत मंडी फीस से छूट को 8 जनवरी 2016 से अगले एक साल के लिए बढ़ाने के निर्णय का अनुमोदन किया।
बुंदेलखंड पैकेज
मंत्रि-परिषद ने निर्णय लिया कि बुंदेलखंड पैकेज में छह जिले सागर, दमोह छतरपुर, टीकमगढ़, पन्ना और दतिया में बनाए गए 27 अधोसंरचना (मिनी मार्केट-सह-गोदाम) को संबंधित निर्माण एजेंसियों द्वारा औपचारिक रूप से सहकारिता विभाग को प्राथमिक कृषि साख सहकारी समितियों के लिए स्थानांतरित किया जाएगा। इन केंद्रों के संचालन के लिए डेढ़ वर्ष के लिए आवर्ती व्यय 5 करोड़ 40 लाख का सहकारिता विभाग के बजट में प्रावधान करवाया जाएगा। इन केंद्रों के संचालन के लिए आवश्यक अनावर्ती व्यय के लिए राज्य कृषि विपणन बोर्ड द्वारा सात लाख रुपए प्रति केंद्र के मान से व्यय किया जाएगा। कुल 1 करोड़ 89 लाख से आधुनिक फर्नीचर आदि क्रय किया जाएगा। केंद्र/राज्य की योजनाओं को इन केंद्रों के माध्यम से संचालित करने के लिए सभी प्रशासकीय विभाग, विभागीय आवश्यकता को देखते हुए इन केंद्रों के उपयोग करने की कार्यवाही करेंगे। सहकारिता विभाग सामान्य सुविधा केंद्र की अवधारणा में उल्लेखनीय गतिविधियों में से क्षेत्र की आवश्यकता और निर्मित होने वाली संरचना में उपलब्ध स्थान के दृष्टिगत गतिविधियों के चयन के साथ अन्य योजनाओं में निर्मित की जा रही अधोसंरचना/केंद्रों का उपयोग करेगा।
