A cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan here today sanctioned creation of 6,962 new posts including 5,000 of police personnel. Posts sanctioned for the police include 60 additional SP, 113 DSP, 131 inspector, 384 sub-inspector, 195 subedar, 1200 head constable and 1254 posts of constable. In fulfillment of Chief Minister Shri Shivraj Singh Chouhan’s announcement regarding more effective implementation of the Rural Development Department’s schemes and programmes, sanction has been given for 2,667 posts under Madhya Pradesh State Rural Development Service. These include 9 posts of Additional Director, 40 Join Director, 125 Deputy Commissioner, 265 Additional Assistant Development Commissioner, 285 Block Development Officer, 313 Development Extension Officer and 1640 posts of Assistant Development Extension Officer.
MNREGA Lokpals It was decided to appoint “MNREGA Lokpal” for ensuring more transparency and accountability under Mahatma Gandhi National Rural Employment Guarantee Scheme. This will facilitate expeditious disposal of scheme-related complaints. MNREGA Lokpals will scrutinise complaints as per norms prescribed under the scheme. They will send their recommendations for suitable action against the guilty as well as conclusions drawn by them. MNREGA Lokpals will function independent of the State Government’s jurisdiction. A total of 21 MNREGA Lokpals will be appointed in the state. They will function in the areas under the jurisdiction of members of divisional vigilance committees. This initiative will make MNREGA works more transparent, improve quality and ensure timely payment of wages.
26 new sub-divisions The cabinet decided to constitute 26 new sub-divisions for better disposal of revenue, law & order and other important works of the government and sanctioned creation of 34 posts of deputy collector in view of requirement of administrative service officers for Singrauli and Alirajpur. Sanction was also given for requisite staff for them including 34 steno-typist, 52 assistant, 34 driver, 26 data entry operator, 68 peon and 26 watchman/orderly.
Cabinet committee on investment promotion It was decided to constitute a cabinet committee to expedite disposal of investment-related cases. Apex Investment Promotion Empowered Committee headed by the Chief Minister already exists under Madhya Pradesh Investment Promotion Act 2008. The committee provides customised packages to the companies willing to invest in the state. Process for presentation of cases for making available customised package on behalf of the government to investors before the Apex Committee has been similar to the process of presentation of cases before the cabinet. Now, decision taken by Apex Investment Promotion Empowered Committee in investment cases will be final. This will lead to prompt disposal of investment proposals of companies and pace of investment projects’ implementation will be accelerated.
Two engineering colleges With the objective of new engineering colleges in tribal areas, an administrative decision was taken to establish new engineering colleges in Jhabua and Shahdol as affiliated institutions of Rajiv Gandhi Proudhyogiki Vishwavidyalaya. Teaching work in these colleges will start after approval of All-India Council for Technical Education. Four faculties with 60 admissions each will be conducted in each college. Thus, about 240 students will be benefited every year. The cabinet decided to allot free land to Rajiv Gandhi Proudyogiki Vishwavidyalaya for these colleges. Exemption from stamp duty and registration fee will also be given to the university. Free of cost land measuring 12.713 acres will be allotted in Shahdol and 8 hectares in Jhabua.
Excise arrangements The cabinet decided to continue excise arrangements of year 2012-13 in year 2013-14 with some amendments. No new liquor shop will be opened this year also. As per arrangements of year 2012-13, selection of contractors of bottled foreign liquor and fixation of wholesale rates will be done through tenders. Arrangement of 20 percent increase during annual renewal of liquor shops will continue as before. During year 2013-14, sale of draught beer from retail sale shops of foreign liquor will be banned.

मुख्यमंत्री श्री शिवराजसिंह चौहान की अध्यक्षता में आज सम्पन्न मंत्रि-परिषद् की बैठक में 5,000 पुलिसकर्मी सहित विभिन्न विभाग में 6,962 नये पद के सृजन को मंजूरी दी गई। पुलिस के लिये मंजूर पदों में 68 अतिरिक्त पुलिस अधीक्षक, 113 उप-पुलिस अधीक्षक, 131 निरीक्षक, 384 उप-निरीक्षक, 195 सूबेदार, 1200 प्रधान आरक्षक, 1254 आरक्षक के पद शामिल हैं। ग्रामीण विकास विभाग में कार्यक्रमों और योजनाओं के अधिक प्रभावी क्रियान्वयन के लिये मुख्यमंत्री श्री शिवराजसिंह चौहान की घोषणा के परिपालन में विभाग की पुनर्संरचना के लिये मध्यप्रदेश राज्य ग्रामीण विकास सेवा के अन्तर्गत 2,667 पद के सृजन और युक्तियुक्तकरण को मंजूरी दी गई । इन पदों में 9 अतिरिक्त संचालक, 40 संयुक्त आयुक्त, 125 उपायुक्त, 265 अतिरिक्त सहायक विकास आयुक्त, 285 विकास खण्ड अधिकारी, 313 विकास विस्तार अधिकारी और 1640 सहायक विकास विस्तार अधिकारी के शामिल हैं।
मनरेगा लोकपाल महात्मा गाँधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना में अधिक पारदर्शिता और उत्तरदायित्व सुनिश्चित करने के लिये ‘मनरेगा लोकपाल’की नियुक्त का निर्णय लिया गया। इससे योजना के संबंध में मिलने वाली शिकायतों का त्वरित निराकरण हो सकेगा। मनरेगा लोकपाल योजना में निर्धारित कार्य नियमों के अनुसार शिकायतों की जाँच करेंगे। वे दोषियों के विरुद्ध समुचित कार्रवाई करने के लिये अपनी अनुशंसाएँ और निष्कर्ष राज्य शासन को भेजेंगे। मनरेगा लोकपाल राज्य सरकार के क्षेत्राधिकार से स्वतंत्र रहकर कार्य करेंगें। प्रदेश में कुल 21 मनरेगा लोकपाल नियुक्त होंगे। वे संभागीय सर्तकता समिति के सदस्य के कार्यक्षेत्र वाले क्षेत्र में कार्य करेंगे। इस कदम से मनरेगा के कार्यों में अधिक पारदर्शिता आयेगी, गुणवत्ता बेहतर होगी और मजदूरी का भुगतान समय पर हो सकेगा।
26 नये अनुविभाग मंत्रि-परिषद् ने विभिन्न जिलों में राजस्व, कानून व्यवस्था तथा शासन के अन्य महत्वपूर्ण कार्यों के बेहतर सम्पादन के लिये 26 नये अनुविभाग के गठन एवं सिंगरौली तथा अलीराजपुर के लिये प्रशासनिक सेवा के अधिकारियों की आवश्यकता को ध्यान में रखते हुए डिप्टी कलेक्टर के 34 पद स्वीकृत करने का निर्णय लिया। इनके लिये आवश्यक अमले की भी स्वीकृति दी गई। इसमें 34 स्टेनो टायपिस्ट, 52 सहायक, 34 वाहन चालक, 26 डाटा एन्ट्री आपरेटर, 68 भृत्य तथा 26 चौकीदार/अर्दली शामिल हैं।
निवेश संवर्धन पर मंत्रि-मंडलीय समिति मंत्रि-परिषद् ने निवेश प्रकरणों के निराकरण को गति देने के लिये मंत्रि-मंडलीय समिति के गठन का निर्णय लिया। मध्यप्रदेश निवेश संवर्धन अधिनियम 2008 के अन्तर्गत मुख्यमंत्री की अध्यक्षता में शीर्ष स्तरीय निवेश संवर्धन साधिकार समिति गठित है। समिति के माध्यम से प्रदेश में निवेश के लिये इच्छुक कम्पनियों को शासन की ओर से सुविधाएँ (कस्टमाइज्ड पैकेज) उपलब्ध करवाई जाती है। शीर्ष स्तरीय समिति के समक्ष निवेश परियोजनाओं को कस्टमाइज्ड पैकेज उपलब्ध करवाने के लिये प्रकरणों के प्रस्तुतीकरण की प्रक्रिया को मंत्रि-परिषद् के समक्ष प्रकरणों की प्रस्तुतीकरण प्रकिया के अनुरूप बना दिया गया है। अब निवेश प्रकरणों में शीर्ष स्तरीय निवेश संवर्धन साधिकार समिति द्वारा लिया गया निर्णय अंतिम होगा। इससे निवेश कम्पनियों के निवेश प्रस्तावों का त्वरित निराकरण हो सकेगा और निवेश परियोजनाओं के क्रियान्वयन को गति मिलेगी।
दो इंजीनियरिंग महाविद्यालय आदिवासी अंचलों में नवीन इंजीनियरिंग महाविद्यालायों की स्थापना के उद्देश्य से राजीव गाँधी प्रौद्योगिकी विश्वविद्यालय की घटक संस्था के रूप में झाबुआ और शहडोल में नये इंजीनियरिंग महाविद्यालय स्थापित करने का प्रशासनिक निर्णय लिया गया है। इनमें शैक्षणिक कार्य अखिल भारतीय तकनीकी शिक्षा परिषद् के अनुमोदन के बाद शुरू होगा। प्रत्येक महाविद्यालय में चार संकाय 60 प्रवेश क्षमता के साथ संचालित होंगे। इस प्रकार प्रतिवर्ष लगभग 200 विद्यार्थी लाभांन्वित होंगे। मंत्रि-परिषद् ने इन महाविद्यालयों के लिये राजीव गाँधी प्रौद्योगिकी विश्वविद्यालय को भूमि निशुल्क आवंटित करने का निर्णय लिया। विनिमय विलेख पर स्टॉम्प शुल्क एवं पंजीयन प्रभार से भी विश्वविद्यालय को छूट दी जाएगी। शहडोल में 12.713 एकड़ तथा झाबुआ में 8 हेक्टेयर भूमि का आवंटन निशुल्क किया जाएगा।
आबकारी व्यवस्था मंत्रि-परिषद् ने वर्ष 2012-13 में प्रभावशील आबकारी व्यवस्था को कुछ संशोधन के साथ वर्ष 2013-14 के लिए जारी रखने का निर्णय लिया। इस वर्ष भी मदिरा की कोई नयी दुकान नहीं खोली जाएगी । वर्तमान वर्ष 2012-13 की व्यवस्था के अनुरूप वर्ष 2013-14 में प्रत्येक जिले के लिये बोतलबंद देशी मदिरा के प्रदाय संविदाकार का चयन तथा थोक विक्रय दरों का निर्धारण टेण्डर द्वारा किया जायेगा। मदिरा दुकानों के निष्पादन की व्यवस्था में वार्षिक मूल्य में 20 प्रतिशत वृद्धि में सशर्त नवीनीकरण नीति को इस वर्ष भी जारी रखा जाएगा। वर्ष 2013-14 में ड्राट बीयर का विक्रय विदेशी मदिरा की फुटकर बिक्री की दुकानों से प्रतिबंधित किया जायेगा।
